190 ABSTRACT This study was carried out to determine qualifications of administrators of primary schools to lead a learning school. For this goal, opinions of teachers and administrators working at primary schools were obtained about their qualifications to lead a learning school. The study contained the primary schools in the central city of Van and the teachers and administrators working at the public schools in the academic year of 2002-2003. The sampling for this study consisted of 34 primary school administraton 9 primary schools and 186 teachers who were selected randomly among them. Questionaire was used as the main data collection tool. The questionaire consisted of 36 items and was structured on three dimensions comprising 12 questions per dimension. The dimensions were determined as: being a model for learning, being a leader for learning, and creating a learning school culture. The data obtained from the study were interpreted comparatively at the level of each dimension depending on the variables: gender, graduation, post-graduate study, seniority, educational program attended İn the field of their function and administration. Opinions of the teachers and adminisrators and the primary school directors who took part in the study about their level of leading a learning school were interpreted by applying arithmetic mean,“t”test, one-way variance analysis (anova) and scheffe test. No stastistically significant difference was found among the views of those taking part in the study according to gender and post-graduate education variables. A significant difference was found in many questions according to the variables as educational program attended in the field of adminstration, seniority and graduation status. A statistically significant difference was also found in all hems contained in the questionaire among the opinions expressed according to the function variable.
