ABSTRACT This study tries to answer the question whether the United Nations Development Programme is an instrument which is used by developed countries to promote their interests or if it contributes positively to the development efforts of the developing countries. Within this framework, firstly its historical background, organizational structure, budget, decision-making mechanism and aims are examined. Secondly, in the light of the findings, the UNDP contribution to the developing countries on basis of region is analyzed. Then, special emphasis is given to the activities of UNDP in Turkey. A historical analytical method is used in the study. The main conclusion is: the UNDP assistance promotes the interests of both donors and recipients to some extent. But there is no need to exaggerate its contribution to the developing countries, in fact, little is being accomplished on their side through this assistance. - 11 -
