Özet
ÖZET Bu çalışma, 1980 li yıllarda, Türk Mali Sistemi 'de meydana gelen transformasyonu sistem içinde yapılan yasal ve kurumsal düzenlemeleri soruşturarak irdeleme amacındadır. Tüm bu düzenlemeler, bir mali sistem reform programının parçaları olduğuna göre, Türkiye'de böyle bir uzun dönem programın uygulanmasını gerektiren nedenler araştırılmış ve özellikle 1976-1980 yıllarında çok büyük boyutlarda yaşanan“mali baskı”kavramı hareket noktası olarak alınmıştır. Böyle bir programın, uzun dönemde mali baskıyı ortadan kaldırma amacı olduğu savı ile yola çıkılarak, programın özellikleri ve mantığı belirlenmiş, IMF ve Dünya Bankası'nın bu programı nasıl etkilediği ve her iki kurulusun politika tercihlerinin birbirlerini bu programda nasıl tamamladıkları incelenmiştir 1980-1988 yıllarında mali sistemde meydana. gelen değişiklikler, özellikleri itibarıyla iki periyotta (1980-1982 yıllarında mali liberal politika uygulamaları ve sonuçları, 1983-1988 yıllarında mali yapısal politika uygulamaları ve sonuçları) incelenmiştir. Yapısal değişiklerin hemen hemen tamamınının ikinci periyotta meydana gelmesi dikkate alınarak, yasal ve kurumsal düzenlemelerin detaylı bir dökümü yapılmıştır. -v-

ABSTRACT The purpose of this study is to analyze the transformation of the Turkish financial system by investigating the logic and impact of the legal, instrumental and institutional arrangements introduced to the system throughout the years of i 980 -1988. As all these arrangements are the pieces of a long term financial system reform program? the reasons which motivated Turkish policy makers to implement such a program are clarified and the existence of a high degree of“financial repression”-experienced in Turkey in the late i 970s -is taken as a departure point» Based on the view that such a program aimed at reducing this high degree of financial repression found in the Turkish economy in the short-run and removing it in the longer run, the cıatu r e and 1 og i c o f th i s p r og r am are clarified» Since the IMF's and World Bank's emphasis are the same and compl emented each other in this program, the i-mpact of both institutions on the Turkish financial system in respect of structural changes, particularly on institution building is further el ar i fi ed. The efforts and developments in the financial system to combat financial repression in the 1980s are analyzed through two following periods ; the 1980-1982 period-deregulation of the financial system through dominant financial repress i on ist. policies-and the 1983-1988 period-re-regulation of the financial system through dominant financial structuralist policies» As almost all of the major and sector specific. changes were introduced in the latter period» a detailed breakdown of the legal and institutional arrangements is illustrated in this context» -TV-
