Özet

Askerlik, Türkiye Cumhuriyeti vatandaşı olan her bireyi yakından ve doğrudan ilgilendirmektedir. Çünkü, Anayasa'nın 72. maddesine göre; "Vatan hizmeti, her Türk'ün hakkı ve ödevidir.'' Bu tezde; profesyonel ve zorunlu askerlik sistemleri incelenmiş, askere alma konusunda ortaya çıkan çeşitli sorunlar tespit edilmiş ve çözüm önerileri getirilmiştir. Tez yedi bölümden oluşmaktadır. Birinci bölümde tezin yöntem ve denenceleri sunulmuştur. İkinci bölümde askerlik ve güvenlik kavramları, profesyonelleşme, savunma harcamaları ve Türk Silahlı Kuvvetleri incelenmiştir. Üçüncü bölümde Dünya'daki askerlik sistemi ve istihdamı ortaya konulmuştur. Dördüncü bölüm, Türkiye'deki askerlik sistemi, tarihçesi ve etkilerinin ayrıntılı incelenmesine ayrılmıştır. Beşinci bölümde askerlik sisteminin sorunları tespit edilmiştir. Altıncı bölümde, tespit edilen sorunları giderici ve TSK'nin yapılanmasına bir model olmak üzere profesyonel ordu (PROFOR) modeli sunulmuştur. Çalışmanın bulgular, öneriler ve sonuçlan, tezin yedinci bölümünü oluşturmuştur.

Military Service is one of the major concerns of every citizen in the Turkish Republic. This is because the 72nd item of the Turkish Constitution states that 'The military service is the right and the duty of every Turk“. In this thesis, the systems of both the professional and the obligatory military services are analyzed in detail. In addition, various problems occuring during the conscription are determined and some solutions to overcome these problems are proposed. This thesis consists of 7 chapters. The first chapter presents the methodology and the hypothesis of this study. The second chapter analyzes the concepts of the military service and the defense, the professionalizm, the expenses of the. defense, and the Turkish Armed Forces. In the third chapter, the systems of the military service and the personnel employment in the world are introduced. The fourth chapter analyzes the system of the military service in Turkey, as well as its history and effects in detail. In the fifth chapter, some problems in the system of Turkish military service are presented. In the sixth chapter, in order to get rid of these problems, a new model, which is called ”the professional army models (PROFOR)" is proposed to be used in the Turkish Armed Forces. Finally, the findings, suggestions and the results of this study are given in the seventh chapter.
