Özet
ÖZET Toplumlar, yaşamları boyunca risklerin gerçekleşmesi sonucu meydana gelebilecek zararları önlemek için çeşitli çarelere başvurmuşlardır. Ekonomik kaybın, zarara uğrayanlar tarafından karşılanması çoğu zaman mümkün olmadığından, bunun daha geniş bir kitlelere yayılması gereği ortaya çıkmıştır. Ekonomi içinde önemli bir tasarruf ve vergi kaynağı olmakla birlikte sosyal refah düzeyinin yükselticisi olarak sürekli gelişme gösteren sigortacılık sektörü, Türkiye'de üzerinde önemle durulması gereken bir sektördür. Bir çok gelişmiş batı ülkesinde bacasız bir endüstri haline gelen sigorta sektörü sermaye piyasasının ana unsurlarından biri haline gelmiştir. Bu ülkelerdeki sigorta şirketleri sadece ekonomik kaynak yaratmakla kalmamış, bu kaynakların yönlendirilmesi ve yönetiminde yaratılan etkiyle ekonominin itici kuvveti olmuşlardır. Bu tez çalışması, sigortacılık sektörünün bir ülkenin gelişimi için önemli bir güç olmasından dolayı, bu sektörün son derece gelişmiş olduğu Avrupa Birliği ülkeleriyle, bu sektörün gelişme aşamasında olduğu ülkemizin sektör bakımından karşılaştırılması, farklılıkların ortaya konması, ülkemizde bu sektörün gelişimi ve Avrupa Birliği standartlarına uygun bir düzeye gelebilmesi için alınması gereken önlemleri ortaya koyabilmek amacıyla hazırlanmıştır. Tez çalışmasının birinci bölümünde; sigorta kavramı üzerinde durulmuştur, ikinci bölümde, Türkiye'de sigortacılık sektörü, üçüncü bölümde de, Avrupa Birliği'nde sigortacılık sektörü tüm yönleriyle incelenmiştir. Dördüncü bölümde ise Avrupa Birliği ülkelerinde ve Türkiye'de sigortacılık sektörü; sigortacılık mevzuatı, sigortacılık denetimleri, pazar durumu, sigorta şirketleri, sigorta şirketlerindeki işgücü ve muhasebe politikaları açısından karşılaştırılmıştır.

ABSTRACT During the history, all societies have sought various solutions in order to prevent the negative results of the risks accoured in lifetime. Because it is not always possible to overcome the economical Iosts for individuals by themselves, it leads to a requirement of being spreaded it through the mass. The insurance sector, which has an important role on the economy by the way of savings and a source of tax and which is an indicator of improvement of social life, becomes a sector that must be attached importance for Turkey. The insurance sector which has become an industry without chimney in many of Europian Union countries has been one of the main elements of the capital market. In these countries, the insurance companies have not only created an economic source, but also they have been a pushing power of economy for direction and management of these sources. For the reason that the insurance sector is an important power for the development of a country, this thesis study aims to compare the insurance sectors in between the European Union countries in which this sector is highly developed and Turkey in which the insurance sector takes an important way through the improvement stage nowadays, to point out the differences between them, to examine the improvement process of this sector in our conutry and the steps that will be taken to improve this sector to the European Union standarts in Turkey. The first chapter of the thesis deals with the insurance concept. It has been looked over the insurance sector in Turkey in the second chapter, and the insurance sector in European Union countries in the third chapter. In the forth and last chapter of the study, it has done a whole comparison of the insurance sectors, insurance regulations, insurance controls, the marketing situations, insurance companies, labour-power in the companies and the accounting policies in between European Union countries and Turkey.
