Özet
KORUMA PLANLARI VE KENTSEL TASARIM KARARLARININ İRDELENMESİ: İZMİR ÖRNEKLERİNE YÖNELİK KRİTİKLER ÖZET Fiziksel çevre ve toplumsal yapıdaki değişimlere rağmen, sürekliliği devam eden olgular, toplumun kimliğini, kültürünü ve tarihini oluşturan maddi ve manevi verilerdir. Bu birikimler, yeni bilgiler ve teknolojik gelişmelerle, geçmişe ve geleceğe uzanan bir sistemi tanımlamaktadır. Bu mekanizma, topluma ait geçmiş değerleri belleğinde saklamakta ve günümüzde, tarihin yeni yorumunu içeren görünümler olarak yaşama katmaktadır. Bu nedenlerle tarihi çevre koruma bilinci, ulusal kimlik, kişi ve toplum etkinliğini belgeleme, insan, ve yaratısı ürünlere saygı, özgün estetik duyarlılık, çevre verilerinde çoğulculuk içeren, çağdaş bir olgu ve söylem alanıdır. Sağlıklı bir toplum değişimi, her aşamada geçmişle arasındaki dengeyi, tarihsel veriler üzerinden kurarak, kişiliğini yeniden yorumlayan bir toplum yapısını tarifler. Çalışmanın çıkış noktası bu değişim sürecinde, Avrupa Birliğine Öncelikle Üye olan Ülkeler ve Türkiye Bağlamında,“Koruma Politikaları”nda kurgulanan hedeflerin, kentsel yaşam pratiğinde tarihsel çevreleri koruma etkinliklerine/uygulamalarına katılımını incelemektir. Bu doğrultuda kentsel koruma pratiğinin temelini oluşturan Koruma Amaçlı İmar Planları ile Kentsel Tasarım Projelerinin fiziksel, simgesel, işlevsel parametreler doğrultusunda sınanması ve uygulama sonrası başarı/memnuniyet düzeyinin değerlendirilmesi çalışmanın ampirik yönünü oluşturmaktadır.

THE ANALYSIS OF CONSERVATION PLANS AND URBAN DESIGN DECISIONS: CRITICS ABOUT IZMIR CASES ABSTRACT The elements that have managed to preserve themselves in spite of the changes in the physical enviroment and social structure, are the moral values that consist the identity, culture and the history of a society. This accumulations defines a system that lies from past to future by the help of new information and technological developments. This mechanism carry the information regarding the past of the society up to present time, and the adds all these valuable assets to the social life as the scenes which contains the new comments of the history. Under the light of all these reasons conservation of historical environment is accepted as a modern concept and diction area that contains national identity, documentation of individual and social facilities respect to the human being and it's creative Works, sensitivity to the original and unique aesthetic, pluralism in the environmental data. A healthy way of social evalution is realized by providing the balance with the past using the historical data and recreating the social identity successfully at each stage of this process of regeneration. In this period of evolution, the starting point is the examination of the targets defined in the“Conservation Policies”and the participation to the conservation facilities of the historical environments in the practice of urban lifestyle with the coherence of Turkey and the countries which have primarily become the members of European Union. As a result, in this direction the measurement of the success of the Conservation Planing and Urban Design Projects carries a vital importance.
