Özet
Sosyal bilimlerin temelinde insan vardır. Yapılan tüm araştırmalar ve ortaya konulan teoriler insan üzerinedir. İnsanın doğasında ise özgürlük vardır. Özgürlük, bireyler için vazgeçilmez değerlerden biridir. Bütün sistemler özgürlüğün sağlanması iddiasıyla ortaya çıkmışlardır. Bu nedenle, bireyler çeşitli dönemlerde ve değişik sebeplerle, iktidarlar tarafından gasp edilen özgürlüklerine sahip çıkabilmek için büyük mücadeleler vermişlerdir. Özgürlük mücadeleleri, siyasal alanda yapılmış gibi görünse de aslında bu mücadelelerin ekonomik özgürlüklerin kazanılmasıyla doğrudan ilgisi vardır. Ekonomik açıdan güçsüz bir birey, siyasal alanda da özgürlüklerini talep edemeyecektir. Ekonomik özgürlüklerin bu derece ön plana çıkmasının en önemli nedeni, bireylerin ve toplumların daha fazla refaha ulaşma arzulandır. Gelişmiş ülkelerin ekonomik başarılarının ardındaki en temel faktör, ekonomik özgürlükler alanında gösterdikleri gelişmelerdir. Artık, tüm dünya milletleri giderek artan bir şekilde ekonomik özgürlüklerin, ekonomik büyüme ve kalkınmanın itici gücü olduğuna inanmışlardır. Bu çalışmada; bir ülke ekonomisi için bu derece önemli olan ekonomik özgürlükler konusu incelenmiştir. Bu inceleme yapılırken öncelikle uluslararası kuruluşlar -Heritage Foundation, Fraser Institute ve Freedom House- tarafından hazırlanan ekonomik özgürlükler endekslerinde ele alman kriterler üzerinde durulmuş ve endeks oluşumunda izlenen metodoloji hakkında ayrıntılı bilgi verilmiştir. Yapılan çalışmalarda, ekonomik özgürlükler ile ekonomik kalkınma arasında aynı yönlü bir ilişkinin olduğu belirlenmiştir. Ekonomik özgürlüklerdeki artışla beraber üretim ve tüketim açısından bireylerin hareket serbestisi arttığından, ekonomik kalkınma düzeyinde olumlu gelişmeler olmaktadır. Ayrıca çeşitli kuruluşlar tarafından hazırlanan veriler ışığında, Türkiye'deki ekonomik özgürlükler ve ekonomik büyüme arasındaki ilişki incelenmeye çalışılmıştır. Bu çalışma ile varılmak istenen sonuç; bir ekonominin büyüyebilmesi için son derece önemli bir yere sahip olan ekonomik özgürlüklerin, Türkiye'nin istikrarlı bir şekilde büyüyebilmesi ve vatandaşlarının refah seviyesinin artması için ne kadar önemli olduğunun tespit edilmesidir. Human beings lay at the core of the social sciences as a main subject in order to examine. Furthermore; freedom which can be counted as one of the undeniable desire of the persons is the fundemantal characteristic of the individual, naturally. All systems have been organized with an attempt to be able to satisfy the goals of the people about the freedom. So, individuals have experienced great challenges for the sake of taking back their freedoms which shows a tendency to dissapper as a result of the pressure of the sovereigns. Although, the freedom war has been anticipated as a concept about the political area; it is very related with the gathering of economic freedoms. An individual who is not so powerful from the point of her economic freedoms can not state any demand or wish related with her political freedoms and rights. The most important reason of the high significance level of the economic freedoms is the desire of the societes and individuals for the sake of maximizing their welfare. The fundamental factor which plays the main role in the economic success of the developed countries is their intention in order to internalize the economic freedoms. Since, all nations believe the stimulating power of economic freedoms over the growth and development in an accelarting manner. In this study, economic freedoms are examined as an important factor for domestic economies. Firstly, the criterias of the economic freedom indexes which are prepared by various international organizations such as Heritage Foundation, Fraser Institute and Freedom House are anaylized and the essential information needed in order to discuss the methodology of the indexes are cleared as a prerequest for the sake of simplicity of the study. In the study; it is determined that there is a paralelisin between economical freedoms and economical development. With reference to higher levels of economic freedoms; it is obviusly seen that there is a great effort for the economic development as an inevitable result of the increasing level of economic freedoms both in production and consumption. In this study; there is an effort to anaylize the relationship between the economical freedoms and development. In the light of the datas which are stated by the above mentioned international organization. The aim of this study is to establish the importance of the economic freedoms in Turkey as an inevitable conditon for the economical development and maximizing the welfare of the citizens.
