ABSTRACT This study attempts to evaluate the effects of industrialization strategies and export promotion measures on Turkish manufacturing industry exports. Our findings suggest that in addition to the weak emphasis on export promotion, import substitution strategy has created various structural deterrents such as a high cost production structure which were responsible for the weak export performance in the manufacturing industry during the pre-1980 period. The outward oriented industrialization strategy of the post-1980 period has worked in harmony with the heavy promotional emphasis placed on Turkish manufacturing industry exports. It is observed that a considerable expansion in the exports of manufactured goods has been experienced after 1980. We have observed that various interacting factors such as the removal of structural deterrents, liberalization of foreign trade regime, increased emphasis on export promotion, utilization of the existing export capacity and the past experience with import substitution constituted the sources of the export expansion. ¦VII
