Dr. brahim Attila ACARBu tezin amacı, hem coğrafi konumu hem de telekomünikasyon sektöründe yalnızAvrupa'yı değil gelişmiş Dünya ülkelerini de yakalama başarısı, sayısal ve tekonolojikaçıdan neredeyse en büyükler arasında yer alması gibi unsurlardan dolayı Asya ve Avrupaarasında bir iletişim köprüsü olan, Türkiye'nin iletişim altyapısını, iletişim altyapısınıoluşturan telekomünikasyon hizmetlerinin teknolojik gelişmelerin de etkisiyle devlet eliyleve tekel olarak verilmeye çalışılmasının öneminini bunun ardından özelleştirme sürecini veglobal eğilimlerin incelenerek özelleştirme sonrasında ülkemizde ne gibi değişimlerinyaşanacağının belirlenebilmesi olarak ifade edilebilirken çalışmada konunun daha iyianlaşılabilmesi anlaşılabilmesi amacıyla iletişim kavramı, Türkiye'de iletişim altyapısı,özelleştirme kavramı, Türk Telekomünikasyon sektörü, Türk Telekomünikasyon sektörününözelleştirilmesi konuları tüm ayrıntıları ile anlatılmıştır.Çalışma sonucunda ortaya çıkan bulgular özetle şu şekilde belirtilebilir;-Kavram olarak bireyleri birbirine bağlayan ve onların sosyal bir grup halinde dengeve ahenk içerisinde anlaşmalarını sağlayan bir etkileşim olayı olarak ifade edilebilirkeniletişim, ister doğrudan ister telekomünikasyon gibi belirli iletişim araçları ile gerçekleştirilir.-Telekomünikasyon sektöründe, rekabetçi bir işleyiş ve verimli bir hizmet sunumusağlaması amacıyla Telekomünikasyon Kurumu oluşturulmuştur.- letişim alanında devlet tekelini kaldırma süreci, Dünya deneyimlerindenyararlanarak, bu doğrultuda bir planlama yapılarak ve devlet telekomünikasyon kuruluşununülkeye yarar getirme doğrultusunda özelleştirilmesinin yanında özel sektör firmalarınıntelekomünikasyon alanında hizmet verme amaçlı ihtiyaçlarına cevap verilmesidoğrultusunda gerçekleştirilmelidir.-Türkiye iletişim sektörünü, özelleştirmeye karar verip bu kararlılığını uluslararasıanlaşmalarla taahhüt ettiğinde, bu kararını gerçekleştirebilmek için gerekli adımları atmaktageç kalmıştır.Türkiye ne yazık ki gerek ekonomik sıkıntılar, finansal darboğaz gerekse kamuidaresindeki bazı aksamalar gibi belirgin sebeblerle bireysel haberleşmenin sağlanmasınınötesinde bilgi toplumunun temel altyapısını oluşturan ve kendi başına ekonomik, ticari,değeri olan bir stratejik sektör konumunda ki telekomünikasyon sektöründe özelleştirmesürecinde geç kalarak Türkiye'nin iletişim altyapısını oluşturan bu sektörde Kasım 2005tarihinde özelleştirilme faaliyetini tamamlamış bunun sonucunda da gerek zaman gerekse deşartların uygun olmaması sebebiyle başarılı bir özelleştirilme faaliyeti gerçekleştirememiştir.

Prof. Dr. brahim Attila ACARThe purpose of this thesis is to show that both with its geographic position and it?scatching up not only Europe but the other global leaders in the telecommunication sector andwith its nearly taking place betweeen the other leaders in numerical and technologic angleTurkey is a communication bridge betweeen Asia and Europe. The substructure of Turkey?scommunication, with the effects of the technologic developments of telecommunicationservices that form the substructure of communication, the importance of try to given bygovernment and monopoly for both the country?s economy and for the sector to develop. Inthıs period, the global trends that appeared in this sector will be observed and the possiblechanges that could take place in our coutry must be determined. n this study for the subjectto be more comprehensible, in Turkey the substructure of communication, concept ofprivatization and Turkish Telecommunication have been explained with all details.The findings of the study can be summarized as bellow;-The concept to communication can be expressed that as a influence event byconnecting people and providing agreement between them in a harmony and an accord.Communication can be expressed that both face to face and telecommunication as a spesificcommunication tool.-In the telecommunication sector, it is a necessity that the TelecommunicationInstitution is established for a competitive function and provide an efficient service.-In the period of abolishing the government monopoly on communication, Turkeymust make a planning from other country?s experiences and besides the governmenttelecommunications foundation being privatized for the benefits of the country, thenecessities being supplied for services that will be obtained by the private sector companiesmust be become real.-When Turkey decided to privatize its communication sector and when it undertookits decisiveness on this topic with international agreements, it took too long of a time to takethe necessary steps that would implement there decision.If Turkey wants to unite with the world and reach the level of the developedcountries it must form the required substructure of communication. Last of all, some delaysin Turkey such as public administration, economic and financial difficulties instead ofproviding an individual communication caused the privatization of the telecommunicationsector, which founds the essantial substructure of a thinking public and which is a strategicsector that is individually behind in economy and commerce, to be left behind. In thetelecommunication sector which founds the substructure of communication, took a steptowards privatization in November 2005 but either it being difficult or the circumstances notbeing appropriate a successful privatization could not have been implemented.
