Özet

Günümüzde KOB?'ler, ülke ekonomilerinin istihdam yaratıcı unsuru ve teknolojik yeniliklerin kaynağı konumundadır. Gelismekte olan ülkelerde KOB?'ler, yarattıkları istihdam olanakları ve esnek yapılarıyla değisimlere hızlı tepki vermektedirler. Böylece, ulusal ekonomilerin gelismesinde ve küresel rekabetin olumsuz etkilerinden korunabilmektedir. Esnek ve yenilikçi yapıları ile küresel rekabet ortamında gelismis rakipleriyle karsı karsıya olacakları düsünülürse gerek finansal gereksel kurumsal yapılarının yenilenmesi ve güçlenmesi gerekmektedir. Günümüzde basta finansal sorunlar olmak üzere yasadıkları diğer sorunlar KOB?'lerin verimsiz olmalarına neden olmaktadır. Bu sorunlar incelendiğinde, bir kısmının ekonomik ve siyasi kosullardan bir kısmının ise isletmenin özelliklerinden kaynaklandığı tespit edilmistir. Bu arastırmanın amacı, Samsun ilinde faaliyet gösteren KOB?'lerin mevcut yapıları belirlemek, kısa ve uzun vadeli finansman sorunlarını tespit etmek ve tespit edilen bu sorunlara yönelik çözüm önerileri gelistirmektir. Bu amaç çerçevesinde çalısmanın ilk üç bölümünde literatür taraması yapılarak KOB?'ler tanımlanmıs ve ekonomideki yeri ve önemi incelenmis, genel ve finansman sorunları belirlenmis çözümler gelistirilmistir. Son olarak ise Samsun ilindeki KOB?'lerin finansman sorunlarının belirlenmesine yönelik bir anket çalısması yapılmıs ve sonuçlar ele alınarak, alınabilecek önlemler ve öneriler sunulmustur.

Today, Small and Medium Scale Enterprises (SMSEs) are one of the components of employment in the national econmies and the source of technologic innovations. Thanks to the employment opportunities that they create and their flexible structures, SMSEs in the developing countries are able to respond rapidly to changes. When it's contemplated that with their flexible and innovative structures they will face advance competitors in the global competitive atmosphere, it is imperative that they should renovate and strengthen their financial and corporate structures. At the present day; problems, which are predominantly financial, causes SMSE to be ineffective. When these problems are analyzed it is detected that some of these problems stem from economic and political reasons, while others are enterpises' characteristics. The aim of this study is to determine the structures of the SMSEs that have operations in Samsun, to ascertain their short and long term financial problems, and to propose solutions to these problems. Within the framework of this objective, in the first three chapters of this study literature review is fulfilled, SMSEs are defined, their place and significance in the economy are examined, their general and financial problems are determined, and solutions are generated. In the last two chapters a survey research that aims to determine the financial problems of the SMSEs in Samsun is done, the results are worked on, and measures and suggestions are proposed
