Özet
Bu çalısmanın amacı; Türkiye'de 1980 sonrasında uygulamaya geçilen ihracata dayalı sanayilesme politikasına baglı olarak artmaya baslayan ve 1991 petrol krizi ile 1994'te yasanan ekonomik kriz dönemleri haricinde sürekli artma egiliminde olan Dogrudan Yabancı Yatırımların (DYY) Türkiye büyümesine etkileri arastırılmaya çalısılmıstır. Çalısmada, ayrıca beseri sermayenin büyümeye olan etkisine ve DYY ile beseri sermaye etkilesimin büyümeyi nasıl etkiledigine de yer verilmistir. Çalısmanın yöntemi, En Küçük Kareler (EKK) yöntemiyle Eviews 4.1 programını kullanarak yapılan regresyon analizine dayanmaktadır. Türkiye Cumhuriyet Merkez Bankası (TCMB) ve Türkiye statistik Kurumu (TÜK) veri tabanından elde edilen çeyrek dönemlere ait Gayri Safi Yurtiçi Hasılanın (GSYH), Türkiye'ye gelen DYY girislerinin ve beseri sermayeyi temsilen çalısmada kullanılan üniversite okullasma oranının degisimleri arastırmanın temelini olusturmaktadır. Olusturulan ekonometrik modellerde, öncelikle DYY'nin ve beseri sermayenin ayrı ayrı ekonomik büyümeyi nasıl etkiledigine bakılmıs ve DYY'nin büyüme üzerinde olumlu etkiler yaptıgı ancak beseri sermayenin ise büyümeyi olumlu yönde etkileyemedigi sonucuna ulasılmıstır. DYY ile beseri sermaye birlikteliginin ise büyüme üzerinde anlamlı bir sonuç yaratmadıgı gözlenmistir. Türkiye'nin beseri sermaye anlamında yetersizliklerinin oldugu ve bu yetersizliklerin, DYY'nin büyüme üzerinde yarattıgı olumlu etkileri yok ettigi sonucuna varılmıstır.

The purpose of this study is to research the impact of Foreign Direct Investment (DYY) that started to increase after 1980 with the application of industrialization policy based on exportation and is inclined to rise continuously except for the periods of petroleum crisis in 1991 and economic crisis in 1994. Moreover, the impact of human capital to the growth and how the interaction of Foreign Direct Investment (DYY) with the human capital affects the growth are examined in this study. The method of this study is based on the regression analysis done by using the Eviews 4.1 programme with the method of The Smallest Squares (EKK). The change of the Gross Domestic Product (GSYH) belonging to quarter periods obtained from Central Bank of the Republic of Turkey?s (TCMB) and Turkish Statistical Institute?s (TÜK) databases, the variation in the entry ratios of Foreign Direct Investment (DYY) and in the ratios of university graduation representing the human capital are the main components of this study. Firstly, how Foreign Direct Investment (DYY) and human capital affect the economic growth separately is examined in the created econometric models. Afterwards, it is understood that Foreign Direct Investment (DYY) affects the growth positively but human capital can not do it. There seems to be no impact of the unity of Foreign Direct Investment (DYY) and human capital to the economic growth. To conclude, it is seen that Turkey has insufficient human capital and this insufficiency destroys the positive effects created by Foreign Direct Investment (DYY).
