Özet

Besni ilçesine ait 173 Numaralı H. 1282-1286 (M.1864-1869) Ser'iyye Sicil Defteri o dönemdetoplumun, ekonomik, siyasi ve kültürel yapısı hakkında bazı bilgiler vermektedir.173 NumaralıSer'iyye Sicil Defteri'nde devletin, çesitli maddeler için yapmıs oldugu 27 tane mal beyanıtutanagına ulasılmıstır. Bu durum, ekonomik hareketliligin bir sonucu olarak yorumlanabilir.Çalısmamızda; vasi tayinine ait 5, memur atamasına ait 2, evlenme akitine ait 1, mirasçı olmadıgıiçin devletin el koydugu kıymete dair 2, Dogan Gümrügü'nde yasanan kargasaya ve çözümüneait 2, nafakaya ait 1, asayis olayının kesfine dair 1, tarla alım satımına ait 22 ve miras kalanmalların tespitinin ve degerinin hesaplanmasının yapıldıgı 63 adet mahkeme kaydınarastlanmıstır.Belgelere konu olan tarih aralıgında ( M.1864-1869), halk arasında yasanıp damahkemeye intikal eden her hangi bir anlasmazlık veya buna dayalı kavga olayı görülmemistir.En çok rastlanan belge mirasla ilgilidir. Bütün bu olayların mahkeme kayıtları teferruatlı birsekilde yazılmıstır. En küçügünden en büyügüne kadar, bütün kıymetler tek tek sicil defterineaktarılmıstır. The 173 Numbered Judicial Records Notebook between the years Hegira 1282-1286(A.D. 1864-1869) which belongs to Besni district gives some information about theeconomic, politic and cultural structure of the society in that period.In the 173Numbered Judicial Records Notebook, 23 pieces property declarations records whichare prepared for various basic food and needs by the state.This can be interpreted as aresult of economic activity.5 judicial records belonging to decision of executors, 2records belonging to appointment of officials, 1 record to marriage contract, 2 recordsto the property that is seized by the state because no inheritor was found, 2 records tothe confusion and solution at the Dogan Custom, 1 record to alimony,1 record to theexpertise of a public security event, 22 records about purchase and sale of fields, and63 records related to accounting the value of inherited properties can be seen in ourwork. any kind of disagreement among the people which is conveyed to the court or aquarrel based on disagreement is not observed in this period (A.D. 1864-1869). Thecourt records of all these cases are written with detail.
