Özet
Bu araştırmanın temel amacı özel eğitim ve rehabilitasyon kurumlarında yaşanılan sorunları ortaya koymak ve bu sorunlara çözüm önerileri geliştirmektir. Araştırmanın örneklemini tesadüfi örneklem metoduyla seçilmiş 20 kurum oluşturmaktadır. Araştırmada nitel veri toplanmıştır. Nitel veri toplamak için yarı yapılandırılmış görüşme formu hazırlanmıştır. Görüşme tekniği kullanılarak elde edilen verilerin analizinde nitel veri analiz teknikleri kullanılmıştır. Analiz sonuçlarına göre Özel eğitim ve rehabilitasyon merkezleri bazı branşlarda, özellikle fizyoterapist ve özel eğitim öğretmeni bulmakta oldukça zorlanmaktadırlar. Özel eğitim ve rehabilitasyon merkezlerinde istihdam edilen personel genelde özel eğitime gereksinim duyan bireylerin eğitimleri, rehabilitasyonları hakkında yeterli bilgi ve formasyona sahip değillerdir. Kurumların tek finans kaynağını oluşturan eğitim ücretlerinin devlet tarafından geç ödenmesi ciddi sorun yaratmaktadır. Kurum yöneticilerine göre kurum aile ilişkileri en önemli sorunlarından biridir. Son yıllarda kurum sayısının fazlaca artmasıyla oluşan rekabet ortamı kurumların birbirleriyle sıklıkla sorunlar yaşanmasına sebep olmaktadır. Öğrenci ve uzman personel transferlerinde yaşanılan etik olmayan uygulamalar, kurumların birbirleriyle olan iletişimlerini koparmaktadır. Kurumların birbirleriyle olan iletişim eksiklikleri işbirliği sağlayamamalarına sebep olmaktadır. Özel eğitim ve rehabilitasyon merkezleri RAM'la olan ilişkilerinde personelin nitelik ve nicelik açısından yetersizliği konusunda sorun yaşamaktadır. Kurumlar yeterince ve etkili denetlenmemektedirler. Özel eğitim ve rehabilitasyon merkezlerinin denetimlerinde verilen cezaların da caydırıcılığı yoktur.

The aim of this research is to set light on the problems faced in the special education and rehabilitation institutions and put forward suggestions for solution to such problems. The sample of this research is 20 school managers (principals or assistant principals) working at the special education and rehabilitation center and willing to take part in the study which are selected randomly among the 36 Special Education and Rehabilitation Centers located in Kocaeli. Qualitative data was gathered during the study. A semi structured interview form was prepared in order to gather qualitative data.Some of the results derived from the study are summarized below:The special education and rehabilitation centers are having a hard time in finding teachers in some fields, particularly the physiotherapist and special education teachers.The employees hired for special education and rehabilitation centers for the handicapped children, in general, lack sufficient knowledge and formation regarding the education and rehabilitation of the individuals in need of special education.According to the managers of the institutions, it is hard to find students for the institutions. The number one reason for such hardship is the high number of institutions opened merely for the sake of profit on the ground that these institutions earn huge profits.Problems are faced in the financing resources. Delay in payment of the education fees, the only finance resources of the institutions, by the State cause serious problems. The inconsistencies as to in which cases payment will be made due to frequent changes in the regulations, the student circulation among the institutions make the institutions have problems related to finance.The managers of the institutions believe that there are gigantic problems related to the expenses of the institutions. The institutions have to put up with delay in collection of the wages for the education given from the State.According to the managers of the institutions, relations between the institution and the families are one of the greatest problems
