Özet
Kentlerde yeni ulaştırma düzenlerinin bir bölümünü oluşturan yaya bölgeleri konusunda olumlu uygulamaların ortaya konması, bu konuda yapılan araştırmaların sağlam bir temele dayanması ile ola¬ sıdır. Yapılan araştırmalarda elde edilen materyaller ve uygulanan yöntemler bir sonuca ulaşmada önemli rol oynarlar. Bu nedenle araş¬ tırmanın I. Bölümünü oluşturan Materyal ve Yöntem bölümünde, araş¬ tırma alanının sınırları, elde edilen materyalin sonuca ulaşmada ol oluşturacağı etkiler ve çalışmanın yöntemi ortaya konmuştur. Yayalar ve taşıtların birlikte yaşamak aarunluluğunda olduğu günümüzde birbirleriyle boyutsal yönden, hareketgücü, hızı, yayılma alanı ve sosyo psikolojik açılardan farklı özellikler gösteren bu iki ayrı kavramın tanıtılmaya çalışıldığı ikinci bölümde 'Yaya Bölge'- o si' anlamı ve tasarım ilkeleri konut alanlarında, alışveriş alanla-...,_ rında ve kent merkezlerinde ele alınarak uygulamalarda ortaya çıkan sorunların belirlenmesiyle gelecekte yapılacak çalışmaların iyi bir biçimde yönlendirilmesine ışık tutulmaya çalışılmıştır. Bunun yanında insanların optimum koşullarda yaşaması amacına yönelik uygulanabilir planlamaların yapıbilmesinin, koşulların en iyi biçimde ortaya konması, kuramına bağlı olduğu görüşünden hare¬ ketle yaya bölgelerinin yayalar için nasıl daha çekici hale getiri- j lebileceği üzerinde durulmuştur.. Bütün bunların yanında modern ça¬ ğın gerekli nedeniyle taşıtlara bağımlı -olarak yaşama zorunluluğu¬ nun özellikle emniyet açısından getirdiği koşulların olumsuz üonuç- larını ört adan,.kaldırma olanakları da. saptanmıştır. *134 So, pedestrian zones play andimportand role city-life. The fact that the positive applications have been brought out about pedestrian zones vfaich consiat of a part of the new communication order in the cities is possible if investigations made about this subject are based upon a strong foundation. The materials providet by the inves* tigations and the methods carried out play an irnportant role in having a result. E ör that reason, in the öne part of material and method which consist of the first part of the investigation, the boundries of this study and effects of our material in reaching the and and way of study were brought out. it is necessary för pedestrians and vehicles to live together,today. ffor that reason, these two concept show different q.uaüties f r om the point of view of dimension, strenght of action, speed, and space of spe4^ ad, and socio-psycholocy.Kot only this two different concept but olso the meâning of pedestrian zone and the principles of representation were shovm in the seoonû part. These principles were taken into consideration in zone of residence, shopping areas, and the centre of the city. in addition to thâse subjectsi the problems which appear in the applications were founded. So, these investigations made it possible för the studies which done in fture to direct in a good wayî in addition to these studies, applicable scheme. which aimes at giving the people a life in optimum conditions can be done, and this fact depends on theory which brings out the conditions in the best tfay. For that reason, the conditions weıe esamined för pedestrians to make the pedestrian zones attractive, tooî Becouse of the modern age, it is necessary for the people to live together with vehicles to be dependent. As a result of this necessity, we have some conditioüs from133 the point of view of security, and we have possibilities to remove the negative results of these conditions. In the third part of it, our aim is to defined our possibilities to make pedestrian zone in İzmir.For the reason, the following points were examined: Metropolitan Area In Izmir, Metropolitan Total Of Big City, district of occupation, population, history of communication in city, the studies and proposals about communication. Atthe endoof this studies, situation of communication in city, the reasons of forming pedestrian zone in İzmir »necessary conditions in choosing place, the principles of theory and the obstacles that we might meet were brought out by investigating position of parking lot, traffic- laws of high-way, socio economic conditions, public improvements of İzmir. As a result of evaluating these investigations, in the third,-w'l section, researchs done in the areas which are proposed to form pedes trian zone in İzmir, and the result of these researchs, and the study of project related to the conclusions were investigated in detail. We made an efford to make proposals given in this section suitable with the results of researchs and information we havş. In desing stage, we made use of examples carried out in Holland, Germany, the:Tj;s*l.f and Turkey and experiments that we gained. The repords and explanations were presented about projecting, elements of order proposed for areas and the reasons of proposal. As a result, we agree that trying to built pedestrian zone without solving not only these problems but olso infrastructure and socio-econo mic problems in our cities in which the prolems of public improvemens and communication has reached great dimensions will result in some difficulties.134 So, pedestrian zones play andimportand role city-life.
