Özet
Yerel demokrasinin sağlıklı gelişimine katkıda bulunması, yayınlandığı bölgenin sorunlarını ve çözüm yollarını tartışan bir platform sağlaması, okuyucuların bilinç düzeyini ve ufkunu genişleterek yerel ilerlemeyi hızlandırması gibi önemli işlevlere sahip olan yerel gazeteler öteden beri pek çok olumsuz etkiyle mücadele ederek yaşama savaşı vermekte ve bir sorunlar silsilesi içinde bulunmaktadır. Bu açıdan demokrasinin olmazsa olmaz şartlarından biri olan bu kuruluşlarla ilgili bilgilerin toplanması, değerlendirilmesi ve sorunlarının tespit edilerek çözüm önerilerinin getirilmesi önemli ve gereklidir.Çalışmanın konusu Türkiye'deki yerel basın üzerinden hareketle Kayseri'de yerel basının gelişimi, özellikleri ve sorunlarının incelenmesidir.Türkiye'de genel olarak yerel basın olgusu ve sorunları üzerine yapılan araştırmalar giderek artsa da, yerel basın kuruluşlarının bulundukları bölge veya ildeki özel durumları ve sorunları hakkında yeterli bilgi ve araştırma bulunmamaktadır. Bu çalışmada Türkiye'deki yerel basının sorunlarından yola çıkılarak bahsedilen illerden birisi olan Kayseri'deki yerel basının genel özellikleri ve temel sorunları, Kayseri'de yayınlanan günlük yerel gazetelere yüz yüze görüşme yöntemiyle uygulanan anket çalışmasından elde edilen veriler doğrultusunda saptanmaya çalışılmıştır.Kayseri'de yerel basının özelliklerini ve sorunlarını ortaya koymaya yönelik alan araştırması sonucunda Kayseri'deki yerel gazetelerin ekonomik ve teknik olanaklar açısından geleneksel anlamda gazetecilik yapan ve fazla gelişmemiş illere göre daha iyi durumda olduğu görülmüştür. Buna karşın, Kayseri'deki yerel basının temel sorunlarının Türkiye'deki yerel gazetelerin temel sorunlarıyla aynı doğrultuda olduğu gözlemlenmiştir. Türkiye'deki yerel basının en önemli sorununun gelir sorunu olduğu gibi Kayseri'deki yerel basının da en önemli sorunu gelir sorunudur. Ayrıca, Kayseri'deki yerel gazetelerin büyük çoğunluğunun Basın İlan Kurumu'ndan resmi ilan almakta olduğu, bu yüzden kendilerini resmi ilan alabilmenin asgari şartlarına göre ayarladıkları belirlenmiştir. Buna bağlı olarak Kayseri'deki yerel gazetelerin temel gelir kaynağının da resmi ilan geliri olduğu tespit edilmiştir. Yerel gazetelerin gelişimi için aslında bir destek olarak düşünülen resmi ilan uygulamasının amacından sapmış olması, Kayseri'de de bazı yerel gazetelerin sadece resmi ilan geliri elde edebilme amacıyla çıkmasından anlaşılmaktadır.

The local newspapers, which have important functions; such as making contribution to the healthy development of local democracy, providing a platform which discusses the problems and the solutions of the region where it is issued in, accelerating the local development by developing the consciousness levels and horizons of its readers, are trying to live by struggling against many negative effects since before, and they are found in a problems series. In this points of view; collection of information about these establishments, which are one of the necessarily needed conditions of the democracy, evaluation of this information and bringing suggestions about the solutions by determining their problems are very important and needed.The subject of the study is; examination of the development, features and the problems of the local press found in Kayseri; by taking the action from the local press found in Turkey.Although the investigations made on the local press phenomenon and their problems in Turkey, increases generally day by day, there is no enough information and investigation about the special situations and the problems of the local press in the regions or provinces where they are found. By setting out from the problems of the local press in Turkey, in this study; it has been tried to determine the general features of the local press in Kayseri, which is one of the Turkey?s provinces, and their basic problems, in the direction of the data that are obtained from the questionnaire, which has been applied to the local gazettes that are issued in Kayseri by face to face negotiations method.In the end of the investigation oriented to set forth the local press features and problems that are found in Kayseri, it has been seen that the local newspapers in Kayseri are in a situation that is better according to the provinces which make traditional journalism and which have not been much developed in terms of the economic and technical opportunities. After all, it has been observed that the basic problems of the local press in Kayseri are in the same line with the basic problems of the local press in Turkey. The most important problem of the local press in Turkey is; the income problems and it is the same for the local press in Kayseri too. On the other hand , it has been determined that the majority of the local newspapers in Kayseri are taking official advertisements from the Institute of Press Advertisements and, because of this; they adjust themselves according to the minimum conditions, by which they can take these official advertisements. In connection to this it has been determined that the basic income source of the local newspapers in Kayseri is the official advertisement revenue. It is understood that the official advertisement application which has been thought as a support for the development of the local newspapers, has diverged from its aim because some of the local newspapers in Kayseri are issued for only obtaining official advertisement revenue.
