SUMMARY One of the most prominent characteristics of scientific management is that it gives the importance to the concept of“system ”.System can be defined clearly as“a whole which consist of pieces impressing one another and working together to realize a certain purpose.”The system of approach as a result of this concept, defends that it will be more reliable to examine each phenomenon with the scope of system in a definite framework pertaining to the other phenomena rather than to examine it apart from the other phenomenona and the conditions of environment from one side. This approach has the speciality of being the most active method to apply for the administrations to resolve their problems properly and to be managed effectively within the gradually burdening rivalry conditions of today. In the system appoach, the managements are taken into consideration as systems getting in touch with the environment and consisting of many components. Also, in order to find solutions to problems, the necessity to examine the systems together with the components forming itself and the environment as a whole are emphasized in the system of approach. In respect of this, the system approach is asking for the replies to below mentioned questions which have not been investigated properly in the organizations before. A) What are the most strategic sections of the organization? B) V2hat are the natures of the relationships with the particular consideration of dependance between the inferior systems? C) What is the mechanism which puts together the many pieces of system in harmony? D) What are the purposes of the system? - 215 -In this way, the system approach brings us new dimensions, properties and different views to the opinions and applications of the management. The system analysis being the last circle of the system approach is a method both to comprise all of the necessary studies to solve the problems confronted in the management and to develope a more active system. The system analysis investigates and evaluates the problems in a systematic way within the whole system. From this point of view, the system approach is an inevitable assistant to managements which are willing to develope an effective system. In this study, Toprak Mahsulleri Ofisi {TM)) an organization which activates as a supporting agency of States in the field of grains and possess many problems, has been examined by the system analysis technique within the frame of system approach and the ways of solutions have been tried to be searched after the fundemental problems have been determined. TMO is a State Economic Enterprise which ensures stability in the grains market and activates to protect the producers' income. Tt*D purchases all of the products brought by the producers from the prices announced by the Government, makes importation - exportation and builds the storage establishments every year. Thus, the negative effect due to the price fluctuations seen from year to year on the producers and consumers have been avoided to allow the production continue steadily. TMD which has been very successful to fulfill its functions for a long time, has confronted with financial bottleneck in the recent years because of the supporting policies and therefore is continuing to fulfill its activities by way of loans that are increasing in amounts from year to year. The increase of costs due to loans also increase the Treasury subventions and this fact effects the national economy negatively. - 216 -In order to get rid of these problems and to extenuate the burden of subventions in the national economy, the grains support system must be redesigned with a contemporary mentality and the functions of TMO in the system must be defined again. Besides of the present economical facts, the membership intention of Türkiye to the“Economic Community”and the“General Agreement on Tariffs and Trade”to which Türkiye gives support to, make these above mentioned regulations obligatory. These two international developments will not make it possible for the agricultural subventions continue in actual dimensions of today. The first regulation to be effected is to liberalize the grains market in Türkiye and to decrease the roles of TMO in this market. With this purpose, experienced Board of Trades must be established for the field of grains so that the private sector participates a great deal in the grains market. The purpose here is to effect purchases 'and sales of grains firstly in these Board of Trades according to prices determined by liberal market conditions. TMO must intervene the system in case, the prices of the Board of Trades fall under a certain level or goes over the limits determined before and must effect purchases and sales on behalf of the State. The supporting of small producers must be carried out by more contemporary methods like producer aims directly and agricultural insurance. In this way, it is expected that the sacrifice endured by the State will come to a minimum level in the field of grains and that TMO will reach a statue with less problems as a management. Besides, it will be considered that the most important one of the structural modifications will be realized for a probable membership to the Economic Community. - 217 -
