Özet
Bu çalışma, Türkiye ekonomisi içinde uluslararası deniz ticari taşımacılığının ülke ekonomisindeki yerini saptamayı temel amaç edinmiştir. Ayrıca çalışmada, mevcut analize göre bugün ve gelecekte bu sektörden elde edilmesi mümkün olan gelirin sağlanabilmesi için öneriler sunulmuştur. Çalışmada izlenen yöntem iki grupta toplanabilir. Birinci grup tarihsel analiz yöntemidir. Cumhuriyet'in kuruluşundan bugüne kadar, söz konusu sektörün gelişim trendine karşılaştırmalı bir biçimde bakılarak, sektörün ekonomik bağlamda avantaj ve dezavantajları saptanmıştır. İkinci yöntemde, sektörün Türkiye ekonomisindeki rolünü bulabilmek için deniz yoluyla yapılan ihracat ve ithalat taşımacılığından elde edilen navlun gelirlerinin GSMH içerisindeki yeri ve önemi tespit edilmiştir. Söz konusu amaca ulaşmak için kantifikasyon yapılmıştır. Tezde izlenen yöntemi, tarihsel ve tümevarım olarak değerlendirmek mümkündür. 1923?1980 döneminde Türkiye'nin uluslararası deniz ticari taşıma¬cılığında meydana gelen siyasi ve iktisadi kırılmalar özellikle dikkate alınmıştır.Ekonomik politikalar siyasi otorite tarafından belirlenip uygulandığı için hukuki mevzuatlardan sıklıkla yararlanılmıştır. Türkiye'nin yasal mevzu¬atının derlendiği Düstur ciltlerine başvurulmuştur. Ayrıca çalışma süresince, araştırma dönemine ait gaze¬teler, Başbakanlık Osmanlı Arşivi, Başbakanlık Cumhuriyet Arşivi, TÜİK İstatistikleri ve diğer ikincil kaynaklardan yararlanılmıştır.Çalışmada ülkelerin ticaret filolarındaki gelişme ile navlun gelirleri arasında doğru yönlü bir etkileşimin olduğu ve bu durumun da ülke GSMH' sına pozitif yönde bir katkı sağladığı sonucuna varılmıştır. Ancak Türkiye'nin uluslararası deniz ticari taşımacılığında sahip olunan potansiyel ile bu potansiyelin ülke ekonomisine sağladığı katma değer ve mevcut coğrafyasının kendine sağladığı imkânlardan yararlanamadığı sonucuna ulaşılmıştır. Türkiye'nin uluslararası deniz ticari taşımacılığının tarihten bugüne uzanan eksikliklerinin ve bugün içinde bulunduğu durumun daha da iyileştirilmesi için hangi önlemlerin alınması gerektiğine yönelik projeksiyon sunulmuştur. Bu projeksiyonun değerlendirilmesinin Türkiye ekonomisine önemli katkılar sağlayacağı düşünülmektedir.

This study aims to determine the place of international commercial marine transportation in the Turkish economy. Suggestions are also made for gaining the possible income from this sector today and in the future according to the present analysis. The method employed in this dissertation can be categorized into 2 groups: The first group is historical analysis method. The advantages and the disadvantages of this sector in economic context since the establishment of the republic up until now are determined, assessing the developmental trend of the sector comparatively. In the second method, the point and the importance of freight incomes that are obtained from import and export shipments by sea, in GDP are ascertained in order to define the role of the sector in the Turkish economy. Quantification is made to reach the discussed aim. It is possible to define the method that is followed in the thesis, as historical and inductive. Political and economical breakings that took place in the international commercial marine transportation of Turkey between 1923 and 1980 are especially emphasized.Since economical politics are determined and performed by the governments, legal legislation is frequently used. Dustur volumes, in which Turkey's legal legislations are compiled, are resorted to. Besides, journals, Prime Ministry Ottoman State Archives, Prime Ministry Republican Archive, statistics of TUIK and other secondary resources are referred in the course of the dissertation.The study reveals that there is a positive correlation between the development of mercantile fleets of countries and their freight incomes, which contributes the country's GDP positively. However, the study concludes that Turkey does not benefit from the potential in the marine transportation and the added value that potential provides to the economy of the country as well as the opportunities of its geography provides. The study finally presents a projection about which precautions should be taken in order to improve the present situation and the deficiencies in Turkey?s international commercial marine transportation extending from past to present. The evaluation of this projection is expected to make great contributions to the Turkish economy.
