Özet
Bu tez, değişim ve dönüşüm kavramları arasında bir ayrım yaparak, devlet egemenliğinin özünü oluşturan insan topluluğu, territoryalite, otorite gibi unsurların anlamları/çağrışımları değişmiş olsa da, hala egemenlik tanımlarında vazgeçilmez unsurlar olmaya devam ettiği için egemenliğin dönüşmediğini, değişim sürecinden geçtiğini ileri sürmektedir. Devletin uluslararası ilişkilerin pratiğindeki henüz aşılamamış gücü, disiplindeki yeterince sarsılamamış merkezi önemi ve uluslararası ilişkilerin anarşik karakteri nedeniyle ortaya dönüşümden çok değişimin tecrübe edildiği bir tablo çıkmaktadır.Bu tez ayrıca, disiplindeki baskın Pozitivist temayülün doğurduğu egemenlikle ilgili bazı yanlış anlamalara ve mitlere de işaret etmektedir. Yaygın bir alışkanlık halini almış olan iç ve dış egemenlik ayrımı, egemenliği bölünebilir bir şeymiş ve iç ve dış politika arasında keskin bir ayrım varmış gibi algılamamıza yol açmaktadır. Egemenliğin mutlak bir hak ya da yetki olarak vücut bulduğu konusundaki argümanlar da, uluslararası ilişkilerin tarihi incelendiğinde gerçekle örtüşmemektedir.Son dönemlerde Postpozitivistlerin katkılarıyla, egemenliğin verili, anlamının sabit, taşıyıcısının modern ulus-devlet ve göstergelerinin evrensel olduğu konusundaki disiplinde büyük ölçüde benimsenmiş Pozitivist algı sorgulanmaya başlamıştır. Postpozitivistlerin de katkılarına rağmen devletin tüm bileşenlerinden ve disiplindeki diğer tüm konulardan ayrı, özerk/özgün bir konumda bulunması şeklinde tanımlanan ?devlet istisnacılığı? aşılamamıştır. Teoride ve pratikte egemenliğin köklü bir değişimi için, devletin istisnai karakterinin ve bu durumu besleyen Westphalian mit, uluslararası ilişkilerin anarşik karakteri, modernist siyasal alan tasavvuru ve hâkim Pozitivist temayülün aşılması gerekmektedir.Uluslararası İlişkiler'in temel kavramlarından biri olan egemenliğe yüklenen anlamlar, onun dönüşüp dönüşmediği konusundaki yargılar, uluslararası ilişkileri nasıl tanımladığımızı açıkça ortaya koymaktadır. Bu nedenle egemenliğin dönüşüm sorunu sadece egemenliği ya da bu konudaki tartışmaları değil, doğrudan uluslararası ilişkileri de ilgilendirmektedir.

This thesis, by distinguishing between concepts of change and transformation, argues that even though connotations and meanings of political community, territoriality and authority constitute the core meaning of state sovereignty change; they are still indispensable components in defining and understanding sovereignty as a whole. Therefore, state sovereignty has been changing, not transforming. Owing to the power of the state in the practice of International Relations, the pivotal role of the state in the discipline of International Relations, and the anarchical character of international systems, we are experiencing change in the meaning of sovereignty rather than a transformation of the term.This thesis also reveals some misunderstandings and myths associated with the meaning of sovereignty, arising from the Positivist thought tendency, which is currently highly dominant in IR theory. The distinction between external sovereignty and internal sovereignty is commonly made in IR and creates a misconception that there is a sharp distinction between domestic and foreign policy and sovereignty, as if the terms are divisible. The arguments about sovereignty defined as absolute power and authority in a political community is inaccurate when examining the history of International Relations.Recently, with the contribution of Post-positivist studies, the Positivist tendency largely adopted in IR which argues that sovereignty is given, fixed in meaning, owned by the modern nation-state and its indicators are universally valid, is questioned in the discipline. Despite the contributions of Post-positivism, we could not go beyond ?the state exceptionalism? that is defined as the state is autonomous from all of its components and all the issues in the discipline. For a fundamental change in the meaning of sovereignty in theory and practice, we should transcend the exceptional character of the state and the Westphalian myth, the anarchical character of the international system, the modernist political space and the dominant Positivist tendency in IR that are fostering state exceptionalism.The meanings are attributed to sovereignty which is one of the basic concepts of the IR and any arguments about whether sovereignty has transformed or not exposes evidently that how we can define and understand International Relations. Therefore, the question of transformation of sovereignty is directly linked, not only to sovereignty itself and discussions on sovereignty, but also to International Relations.
