In an era where the concept“globalization”has become so familiar even to the primary schools' students, the duty of an academician should be to bring home the information and the breakthroughs that will link his country to the globe. To analyze a country on its own, without taking into consideration the external factors and without making comparisons to the other countries could only provide the“absolute figures”for that country which might be misleading due to the subjective interpretations that might come out. To get a sound picture of the location of Turkey in the global economy, to be able to position it in the international arena, the“relative figures”which could be supplied through comparisons should be explored. Because of the fact that comparing a country's figures solely on the“time basis”can sometimes be deceitful, the latter should be conducted, all the time, on a multi-dimensional basis. It has been the common practice to take the time as the first dimension so far, as for the second dimension, the development of the international relations in the last decades made it inevitable to consider the“relative figures”. The principal advantage of going through this type of analysis, especially for Turkey, is that it will provide a set of useful information to find out the strengths and weaknesses of the Turkish economy compared to other economies. Another advantage of this study is that it will make it possible to adapt the successful poliCies that have been followed by other governments and that have generated satisfactory results. In the same context, these will also help to eliminate the policies that have been tested by the others and proven to be unsuccessful, or to improve these poliCies at the first beginning as the results of the non-tackled ones will be foreseen to some extent. For the above stated very basic reasons, it will be useful to analyze other economies and it has been done so for the majority of the neighboring countries and the western ones in the recent past. It can be stated that many reports and studies have been prepared both by individuals and by the government institutions, in order to examine from several points of view the economies that Turkey has gota relation with. This study has been prepared to serve to the same above-mentioned purposes. As there is a very little date available in Turkey for the South-East Asia economies, this treatise has intended to provide some more knowledge on a country which is expected to be the sixth most competitive economy in the world by the year 2010. In this treatise, the economic structure and the government poliCies of Singapore, which is one of the“four dragons”of South East Asia, have been analyzed. The treatise consists of five main chapters and a conclusion part. In the first chapter, an overall study of Singapore has been presented including the demographic, economical, political and the infrastructural features of the latter. The first chapter plays the crucial role in the study as it gives all the background information which will help to understand in a broader sense the facts about Singapore and to evaluate more objectively the strategies that have been pursued by the government. In the second chapter, the private and public financial institutions have been observed in terms of their structures, their missions and their objectives. The necessity to stress out these institution in the treatise arises from their functions in the Singapore economy, which was entitled to be the world's fourth largest foreign exchange trading center in 1994; keeping in mind that was only in the late 1960s that the government decided to develop Singapore into a financial center, the improvement that has been registered is very impressive. In the third chapter, special emphasis has been attributed to the social security system in Singapore. Central Provident Fund, which is unique to Singapore, does not perform only . as a mere security system, but also it provides financing to its members for various purposes such as the home ownership, the education and the investment. The reasons why home-ownerships are so high in Singapore despite the extreme price levels that prevail in the domestic market and why the education issue does not constitute a problem to the citizens of Singapore anymore, should be observed under the context of Central Provident Fund. In the 21 st century, due to the effects of the globalization and because of the ease of capital mobility, the technology is no longer an overriding factor in the competition between nations. National resources are also not as important a factor as they used to be, again because of the accessibility of technology. The most important factor affecting economic competition is the“quality”of the ordinary wo rkforce, and, foreign investment will be attracted to countries which have the most productive workforce. For these reasons, the education and the human resources development must be an integral part of any strategy aimed at promoting economic development. In the fourth chapter, the approach towards manpower development by the Singapore government has been analyzed in details. The fifth chapter is dedicated to pinpoint the economic reforms that have been realized by the Singapore government in the last three decades. This part of the study begins by presenting the changes in the economic structure of Singapore since 1980s, continues respectively by the economic restructuring policies and tax structure, and, ends with the summary of the monetary policy in Singapore. Finally, the conclusion part which includes also the author's subjective opinions and suggestions will terminate the mission of the study which has been intended to be a stepping stone for further researches in this field.
