Özet
Bu çalışmanın amacı; Bölgesel Kalkınma uygulamalarında benzerlikler olan Türkiye Cumhuriyeti ve Çek Cumhuriyeti'nin Bölgesel Kalkınma Ajansları organizasyon yapıları ve idari yapıları karşılaştırılmasıdır. Diğer taraftan Kalkınmada faaliyet gösteren diğer organizasyonları inceleyerek Türkiye'de uygulanabilir modeller konusunda bir alt yapı oluşturmaktır. Bu amaçla; Genel olarak Bölgesel Kalkınma Kavramı ve Bölgesel Kalkınma Ajansları incelenmiş ve Türkiye ile Çek Cumhuriyeti'nde ki bölgesel Kalkınma ile ilgili kurum, kuruluş ve hibrit şirketler Pilsen ve Erzurum örneğinde ele alınmıştır. Pilsen ve Erzurum şehirlerinde kurumlarla mülakatlar gerçekleştirilmiş. Mülakatlar sonunda elde edilen bilgiler ilgili bölümünde detaylı olarak aktarılmıştır. Bu çalışmanın sonucunda; Çek Cumhuriyeti örneğinde incelenen Hibrit kurumların personel ve idari yapıları Türkiye'de ki kalkınma ajanslarında da uyulabilir. Böylece etkinlik ve verimlilik artacaktır. Başka bir sonuç ise Bölgesel Kalkınma ile ilgili organizasyonların sadece işbirliği değil aynı zamanda iş bölümü de yapmaları gerekmektedir. Bu şekilde uzmanlaşma sağlanabilir. Ayrıca innovasyona ve AR-GE (Araştırma ve Geliştirme) çalışmalarına yönelik yatırımlar artırılmalıdır. Son olarak hem Bölgesel Kalkınma Ajanslarının idari yapısında hem de desteklenene projelerde bölge dinamikleri göz ardı edilmemelidir.

The aim of this study is to compare the similarities between the implementations concerning the sustainable development of the Turkish Republic and the Czech Republic in terms of their structure regarding the regional development agencies and the administrations. Therefore the different organizations related to sustainable development are considered in the thesis in order to classify the applicable models. Generally the concept of the regional development and the regional development agencies has been examined for that purpose. In the cities Plzeň and the relevant corporations, institutions and hybrid companies concerning the regional development in Turkey and the Czech Republic have been analysed through the interviews which have been conducted for the corporations located in both cities mentioned above. The results of the interviews were discussed in detail in the related section of the thesis. The results of this study show that the personnel and administrative structure of the hybrid companies which were examined in the Czech Republic are applicable for the development agencies in Turkey as well. Therefore both efficiency and productivity will improve in the future. Another essential result shows that not only the cooperation, but also the division of labor between the regional development organizations has a significant importance, because these factors create the point of balanced specialization and experting. Moreover, the investment concerning the innovation, the research and the development should be supported and should increase. Finally, both administration structure of the regional development agencies and the regional dynamic of the supported projects should definitely inspire further studies in this field.
