Özet
Bu çalışmada toplumsal yapıyı ve iletişim ortamlarını dönüşüme uğratan enformasyon teknolojilerinin gözetim olgusu ve özel alan/ev üzerindeki etkileri kamusallık çerçevesinde ele alınmıştır. Günümüz toplumlarında bilginin iktidarlar için bir güç unsuru olması, enformasyon teknolojilerinin gözetim imkânlarını güçlendirmesi, yeni ekonomi içinde kişilerin tüketici yönleriyle yaygınlaşan gözetime tüm toplumsal alanlarda maruz kalmaları irdelenmiştir. Enformasyon teknolojileri ve bu teknolojilerin gözetime konu olmalarıyla özel alan/ev'in kamusal bir nitelik kazanması iki yönlü bir süreç içinde gerçekleşmektedir. Kamusallık, ev'e yerleşen enformasyon teknolojileri ve bu araçların gözetime konu olması anlamında özel alan/ev'i içine alırken; diğer yönden internet ve sosyal medya başta olmak üzere özel yaşam, genel anlamda mahremiyete ait meseleler enformasyon teknolojileri ile kamusal alana taşınmaktadır.“ Özel alan/evin”kamusala dönüşümü bu iki yönlü sürecin sonucunda gerçekleşirken bu iki alan arasındaki sınır belirsizleşmektedir. Başta devlet iktidarı olmak üzere eve yerleşen enformasyon teknolojileri ile bu teknolojiler üzerinden uygulanan gözetim pratikleri temel hak ve özgürlükler bağlamında toplumsal bir sorun olarak belirirken mahremiyet ihlalleri ev'in kamusal'a katılımı çerçevesinde ele alınmıştır.

In this thesis; we research the surveillance of the information technologies, which transforms social structure and communication environment, and the technologies' effects on private space/ house as part of publicity. That information is power for today's societies, it strenghtens the surveillance facilities of information technologies and people become exposed to the surveillance in all public spaces, are scrutinized. Information technologies becomes the subject of the surveillance and thus private space/ house possesses a characteristics of publicity. The information technologies settle in the house and they involve private space/ house, so these tools become the subject of the surveillance. On the other hand; private life is carried to the public space via information technologies, namely the internet and social media. Private Space/ House transforms to publicity at the end of this bidirectional process and the border between these two spaces becomes uncertain. Information technologies such as state power settles in the house and the surveillance practices on these technologies emerge as a social problem in terms of fundamental rights and freedoms; besides, the violation of the privacy is evaluated as the house's attending to the 'publicity'.
