Özet

Bu tezin amacı, modern dünya için en tehditkâr problemlerden birisi haline gelen terörizme karşı uluslararası işbirliğinin önemini vurgulamak ve bu alanda işbirliği için eşsiz bir platform alan Birleşmiş Milletler (BM)'in çalışmalarını incelemektir. Tezi yazmaya başlamadan önce bize ilham veren soru“BM terörizmle mücadelede başarılı mı yoksa başarısız mıdır?”sorusu olmuştur. Terörizmin evrensel bir olgu haline geldiği, dünyadaki tüm insanlara acı çektirmeye devam ettiği dikkate alındığında, Üye Devletler, kendi çıkarları için, bu sorunla mücadele etmek maksadıyla BM şemsiyesi altında bir araya gelmek zorundadırlar. Bu çalışma esas olarak BM'in iki temel organı olan Genel Kurul ve Güvenlik Konseyi'nin kararlarını inceleyerek BM'in uluslararası terörizmle mücadelede işlevini, yeteneğini ve sınırlarını değerlendirmekte ve gözden geçirmektedir. Bugüne kadar yapılan en önemli başarılardan birisi de BM küresel terörizmle mücadele stratejisinin kabul edilmesidir. BM, Üye Devletlere teknik destek, işbirliği ve uyum sağlamaları maksadıyla yeteneklerini geliştirmek için önemli katkılar sağlamaya çalışırken, Üye Devletler arasındaki işbirliği eksikliklerinin olması ve kendi örgütsel eksikliklerinin bulunması bu çabalara ciddi zarar vermektedir. Bu nedenle uluslararası barış ve güvenlik için en ciddi tehditlerden birisi olan uluslararası terörizmle mücadele edilebilmesi için BM'in acilen yeniden yapılandırılması gerekmektedir.

The aim of this thesis is to emphasize the importance of international cooperation against the international terrorism which has become one of the most threatening problems of our modern world and to study the work of United Nations (UN), the unique platform of such cooperation in this field. Before starting to write this thesis, our inspiring question was“whether the UN is successful to fight against the international terrorism or not.”Taking into the consideration that terrorism has become a universal phenomenon and continues to inflict pain and suffering on people all over the world, the Member States, for their interests, have to come together under the UN umbrella to tackle with this problem. This study reviews and assesses the function, capabilities and limits of the UN in fighting against the international terrorism by examining primarily the resolutions of its two main bodies, General Assembly and Security Council. One of the most important achievements which has been made so far is the adoption of the UN global counter terrorism strategy. While the UN tries to provide important contributions to enhance the capabilities in the fields of technical assistance provision and cooperation and coherence building, its efforts are severely undermined by the lack of cooperation among the UN Member States and by its own organizational shortcomings. Therefore, it is a necessary that the UN be reformed urgently in order to fight against international terrorism which is one of the most serious threats to international peace and security.
