Özet

Industrial estates in developing regions such as Bursa and in developing regions such as Erzurum were chosen in order to analyze. The implementation of industrial estates was initiated as a pilot project at Bursa in 1961. At the end of regional analysis work, existence of a direct relationship was established between urban population increase and manufacturing employment proportion with growth of industrial estates. However, this relationship is in more advanced phase for developed regions, and this causes undesirable developments in urban. According to these explanations, these results can be obtained: - Being development plans sectoral and independent of place complicates making whole of urbanization and industrialization policies in macro. - Rapid industrialization has brought rapid urbanization and rapid change. This rapid change arised the relationship between urbanization and industrialization which can not be coordinated* While industrial estates prevent developing regions from more growing with respect to urbanization-industrialization levels, it attracts the economic resources by itself and thus, ensures external economics. - In urban areas, the relationship between urbanization proportions, development ranks for cities and growth rate for industries is not balanced. - In developing countries like Turkey or under-developed countries, inter-regional inequalities are because of natural, economic, social and political reasons, population and investments concentrated in metropolitan cities like Istanbul and Bursa. - Industrial estates are incitement means; in distributing the industry investments balanced and location of industry in centers where there is development potential. - Particularly in the under-developed regions of the country; if it is required to develop the private industrial investments in the industrial estates, other incentives of encouragement such as tax concessions and xvi

Accordingly, the industrial estates have mainly been utilized for the purposes of decentralization of industry, urban and regional development planning. But for the implementation of industrial estates in Turkey, it cannot be said that there is a success or effectiveness in decentralization of industry or regional planning. As a matter of fact, those are secondary targets of industrial estates in Turkey. Some suggestions about the implementation of industrial estates in Turkey are as follows : - Country development plans should be considered important for ordered urbanization and industrialization, goals and stages which are pointed out by prepared regional and urban plans should be carried out parallel. - According to urban hierarchy in country, an industrialization system should be constituted.
