For decades, the Kurds and the Turkish government have been engaged in a cycle of conflict dubbed“the Kurdish Question,”with oppression and violence flaring up again just when it looks like progress will be made. The Kurdistan Worker's Party (PKK) has been the most prominent and controversial voice for the Kurdish people, and has very much been a player in this cycle. Now, with the most recent declaration of a cease-fire this past March, the people of Turkey hope that this may be the end of the cycle, and the Kurds can gain proper civil rights in the country. This paper examines the development of the Kurdish Question, and the policies in place that continue to hinder civil rights for Kurds. The paper will review the discussion in academic circles regarding the Kurdish Question and the obstacles that Turkey will have to overcome in order to establish equality: Kemalism, tensions with the EU and the PKK, and the continuing plight of ordinary Kurdish people. These obstacles will not be easy to overcome, as the path to equality under the law will entail greater democratization—and weakened military power—in Turkey, where the freedom of speech is too often challenged and the military, not often enough. In the end, cooperation and perseverance is essential into resolving the Kurdish Question.
