Özet (Çeviri)
In order to create a successful knowledge management strategy, the United Nations Capital Development Fund (UNCDF) must review its current assets and limitations. This report explores current perceived strengths (procedure-oriented and lessons-learned documents as well as tools and processes that connect people to one another) and weaknesses (lack of guidance and mechanisms to share knowledge, limited time, and lack of skills and expertise transfer). UNCDF conducted an internal survey of its 127 staff members to gauge the current status of and future potential for knowledge management within the organization. 54 percent of the staff responded to the survey. Based on their responses, along with interviews of select headquarters-based staff, this report assesses where knowledge management at UNCDF stands now, where it can go and how it can get there. The report also suggests how UNCDF can construct a knowledge management strategy that suits the needs of those in headquarters, regional and field offices. Suggestions include: • Establish a corporate knowledge management system; • Take advantage of Web 2.0 technology; • Develop a common knowledge sharing framework; • Enhance networking opportunities and peer-to-peer knowledge sharing; • Create incentives for knowledge sharing; • Expand knowledge management; • Diversify access to knowledge management; and • Prevent the loss of knowledge due to staff turnover. This report also identifies the best practices and lessons learned in organizations with successful knowledge management strategies. Because there is no one ideal knowledge management product or strategy, this technical notes looks at the knowledge management lessons learned within the following five organizations: United Nations Development Programme (UNDP), International Labor Organization (ILO), German Technical Cooperation (GTZ), International Fund for Agricultural Development (IFAD), and McKinsey & Company. While there is no one-size-fits-all knowledge management strategy or product, the following are noted characteristics of best practices in knowledge management: • Uses both technological and social platforms to leverage knowledge amongst various levels of staff within the organization, without technology defining the strategy; • Is integrated into the daily activities and culture of an organization; and • Identifies specific knowledge management products and dedicated knowledge network facilitators that evaluate progress in a results-based framework. As UNCDF develops its own knowledge management products and culture, it would be prudent to apply some of these best practices and to anticipate and mitigate some of the common challenges faced in the implementation of such a strategy. Additionally, by addressing UNCDF's current culture and expectations for knowledge management, UNCDF can design and implement a strategy that will benefit staff at all levels.
