Özet
Ülkelerin bağımsızlıklarının en önemli faktörlerinden birisi de, milli savunma sanayilerine sahip olmalarıdır. Ülkeler, savunma sanayinde dışa bağımlılığı en alt düzeyde tutmak ve savunma tedariklerini kendi savunma sanayi firmalarından yapmak isterler. Bu nedenle, savunma sanayi diğer sanayi kollarından farklı olarak ülkelerin kendilerine özgü kuralları olan bir alandır. Ülkemizde de, dünyadakine benzer şekilde kendine özgü kuralları olan savunma sanayi, Savunma Sanayi Müsteşarlığının kurulmasıyla birlikte, Türk Silahlı Kuvvetleri (TSK)'nin ihtiyaçlarını uzun dönemde sürdürülebilir şekilde karşılamak maksadıyla, yeniden yapılanma sürecine girmiş ve bu yolla dışa bağımlılığı asgari düzeye indirecek önemli adımlar atılmıştır. Bu çalışmanın amacı, Savunma Sanayinin Millileştirilmesi ve Araştırma Geliştirme (Ar-Ge) çalışmalarının yeterliliğinin değerlendirilmesidir. Bu kapsamda çeşitli literatür taramaları ve metin incelemeleri yapılmış, sonuç olarak Türkiye için Ar-Ge'ye dayalı tedarik modelinin milli savunma sanayimizin geliştirilmesi açısından uygun olacağı değerlendirilmiştir. Çalışma sonucunda, Milli Savunma Sanayimizin dünyadaki yeterliliği değerlendirilmiş; savunma sanayinin stratejisi, ülkelerin savunma sanayi harcamaları, milli savunma harcamaları, milli savunma stratejisi, Ar-Ge çalışmaları ile Türkiye için hedeflenen tedarik modeli açıklanmış ve yapılması gerekenler hakkında sonuçlar ortaya konmuştur. Araştırma modeli olarak belgesel tarama yöntemi kullanılmıştır. Savunma Sanayinin millileştirilmesi ve bu amaçla Ar-Ge'ye dayalı tedarik modelinin benimsenmesi amaçlandığından metin incelemesi yöntemi kullanılarak çalışma tamamlanmıştır. Bu inceleme sonucunda Milli Savunma Sanayimizin tam anlamıyla oluşturulabilmesi maksadıyla Ar-Ge'ye dayalı tedarik modelinin benimsenmesi, ilgili kamu, kurum ve kuruluşların teşvik edilmesi gerektiği sonucuna varılmıştır. Yine sonuç ve değerlendirme kısmına ek olarak; Sanayi ve tedarik politikasına, yasal düzenlemelere, kurumsal altyapıya, kaynak yönetimine ve eğitime ilişkin yapılması gereken çalışmalar hakkında önerilerde bulunulmuştur

One of the most important factors of the independence of countries is also possession of the national defense industries. Countries want the foreign- source dependency for the defense industry to remain at minimum level and want to provide their defense supplies from their own industrial firms for the defense. Therefore, the defense industry is a field different from the other branches of industry that countries have distinctive rules. The defense industry that has distinctive rules also in our country similar to those in the world entered into the process of the reconstruction, together with the establishment of the Undersecretariat for Defense Industries, with the purpose of meeting the needs of the Turkish Armed Forces (TAF) sustainably for a long time and by this way, important steps were taken which will minimize the foreign- source dependency. The aim of this study is to evaluate Nationalisation of the Defense Industry and evaluation of the sufficiency of the Research–Development studies. Within this framework, various literature and text reviews were made and as a result, it is evaluated that the supply model based on the Research – Development will be suitable for Turkey in terms of the development of our national defense industry. As a result of the study, the sufficiency of our National Defense Industry in the world was evaluated; with the strategy of the defense industry, the defense industry expenses of countries, the national defense expenses, the national defense strategy, the Research–Development studies, the supply model aimed for Turkey was explained and the results about the necessary things were presented. The documentary scanning model was used as the research model. The study was completed using the text review method, since the nationalisation of the Defense Industry and the adoption of the supply model based on the Research–Development for this purpose. As a result of this review, it was concluded that it is necessary to adopt the supply model based on the Research–Development, to encourage the related the state institutions and organizations for the purpose of being able to form our National Defense Industry exactly. In addition to the conclusion and evaluation part; there were recommendations regarding the necessary studies about the industry and supply policy, the legal reforms, the corporate infrastructure, the resource management and education.
