Özet
Değişen ekonomik dengeler, dinamikler ve ilişkiler, tüm dünyada yerel yönetimlerin önem kazanmasına ve dolayısıyla kentlerin örgütsel ve yönetsel özelliklerine yeni anlamlar ve değerler kazanmasına yol açmıştır. Türkiye'de bu bağlamda yerel yönetimlerle ilgili reformlar yapılmıştır. 12 Kasım 2012'de kabul edilen 6360 Sayılı Yasa, bu reformların büyükşehirler için getirilen son basamağıdır. Tezin temel çıkış noktasını oluşturan söz konusu Yasa, büyükşehir yapılan iller için yeni bir yönetim yapılanması getirmektedir. Bu tezin amacı, 6360 Sayılı Yasanın getirdiği yeni düzenlemeye uyum sürecini Bursa Büyükşehir Belediyesi ve ilçe belediyelerinin kurumsal işleyiş, örgütsel yapı ve yönetsel özellikler çerçevesinde incelemek, Yasa'nın uygulanabilirliği üzerinden varsa mevcut engelleri ve boşlukları ortaya çıkarmak ve öneriler sunmak üzerine kurgulanmıştır. Çalışmada, derinlemesine yarı yapılandırılmış sorular ile derinlemesine mülakat teknikleri kullanılmış, mevcut ve yeni düzenleme sonrasında kurulan idari birimlerin yönetsel süreçleri, hizmet alanları, etkinlikleri ve sorun alanları ortaya konulmaya çalışılmıştır. Tez alan çalışması önce Bursa Büyükşehir Belediyesinden hizmetlere ve ilçe belediyelerine bakış ile gerçekleştirilmiş; sonrasında seçilen dört ilçe belediyesinin (Osmangazi, İnegöl, Orhangazi, Orhaneli) metropoliten yönetime bakışları, mahalli hizmetleri ile devam etmiştir. Elde edilen bulgularla hem büyükşehir için, hem de ilçe belediyeleri için uygulamada karşılaşılan zorlukların ve zayıf yönlerin tespiti, mevcut güçlü yönlerin ise arttırılmasına yönelik öneriler getirilmiştir. Getirilen önerilerin; belediyelerin hizmetlerinde etkinlik ve verimliliğin sağlanması, yönetimsel yetkinliklerinin devamlılığı için yapılacak düzenlemelere yol gösterici olmaları beklenmektedir. The economic balances, dynamics and relationships that have changed led to the importance of local governments all over the world thus to gain new meanings and values to the organizational and managerial characteristics of cities. In Turkey, local government reforms have been carried out in this context. Law No. 6360, adopted on 12 November 2012, is the last step of these reforms brought to the metropolitan cities. Being the starting point of the thesis, the mentioned law introduces a new management structure for the cities turn into metropolitan cities. The aim of this thesis is to investigate the adaptation process to the new regulation brought by the Law No. 6360 in the context of institutional functioning organizational structure and managerial characteristics of the Bursa Metropolitan Municipality and its district municipalities. Thesis will also reveal existing legal obstacles and gaps and provide suggestions based on the applicability of the law. In the study, in-depth semi-structured questions and in-depth interviewing techniques were used. Thus, the study attempts to present the managerial processes, service areas, activities and problem areas of the administrative units established after the new regulations. The metropolitan city of Bursa was selected for the field work within the scope of the thesis. First and foremost, the services of the Bursa Metropolitan Municipality and the district municipalities were examined; and then the views of four selected district municipalities (Osmangazi, İnegöl, Orhangazi, Orhaneli) on the metropolitan municipality were analysed. This analysis included those cities' capacity to provide services. Based on the findings, suggestions are provided to identify the difficulties/weaknesses in practice and to increase the existing strengths of the metropolitan and district municipalities,. The provided suggestions are expected to be guiding for the regulations to ensure the effectiveness and efficiency of municipality services and to maintain the managerial competencies of the municipalities.
