Özet

Teklif verme süreci belirsiz ve karmaşıktır. Yeni bir teklif verme kararı subjektif değerlendirmelerle oluşturulmaktadır. Bu sebep ile kamu inşaat ihalelerinde teklif vermeyi etkileyen faktörlerin ve etki derecelerinin belirlenmesi amaçlanmıştır. Öncelikle taahhüt firmalarının teklif verme aşamasında göz önünde bulundurduğu faktörler, yapılan yazın taraması neticesinde genel hatları ile belirlenmiş ve belirlenen bu faktörlere ilişkin firmalar ile yüz yüze görüşmeler yapılarak ülke gerçeklerine uygun teklif verme kararını ya da teklifi etkileyen faktörler tespit edilmiştir. Karara etki eden faktörlerin önceliklerinin tespitinde, olayların kesin olmadığı belirsiz durumlarda kullanışlı bir yöntem olan bulanık mantık yöntemi tercih edilmiştir. Bulanık kümelerle işlem yapılan bu çalışmada dilsel değişkenler üzerine yoğunlaşılmıştır. Teklif kararını etkileyen faktörlere dair veri toplama anket formu altı ana başlık altında 47 madde halinde hazırlanmış, diğer kamu kurum/kuruluşlarının yanı sıra Milli Savunma Bakanlığı İnşaat Emlak Bölge Başkanlıklarının inşaat ihalelerine teklif vermekte olan 30 firma yöneticisine uygulanmıştır. Firma yöneticilerinin dilsel değişkenler ile değerlendirdikleri anket formları üçgen bulanık sayılara dönüştürülmüş ve bu şekilde bulanık sayılarla yapılan hesaplamalar neticesinde teklif vermeyi etkileyen faktörlerin öncelikleri belirlenmiştir. Yöneticilerin birçok ihale arasından firmalarına en uygun ihaleyi seçme ve bu ihaleye teklif verme kararını kolaylaştırmak amacıyla bulanık TOPSIS algoritmaları kullanarak en avantajlı ihale seçim modeli oluşturulmuştur. Karar vericilerin işini kolaylaştıran oldukça fazla sayıda çok kriterli karar verme yöntemi geliştirilmiş olmasına rağmen, bu çalışmada paket program gereksinimi olmadan dilsel değişkenler yardımıyla hem nicel hem de nitel bilginin kolaylıkla kullanılabildiği bulanık TOPSIS yöntemi tercih edilmiştir. Yöntemin örneklenmesine yönelik olarak, Milli Savunma Bakanlığı İnşaat Emlak Bölge Başkanlıkları denetiminde taahhüt işi yapmış ve halen bu idarenin ihalelerine teklif vermeye devam etmekte olan bir taahhüt firması ile teklif vermeyi düşündüğü ihalelere ilişkin, firma açısından en avantajlı ihale öncelik sıralaması belirlenmiştir. Bu yöntemle firma yönetiminin daha isabetli kararlar vermesi sağlanmıştır.

The process for bidding is complicated and ambiguous. The decision to make a new bid is determined by subjective evaluations. Therefore, the aim is to identify the factors that affect bidding in public tenders and the level of their effect on the decision. The factors that affect the contracting companies at the bidding stage have been generally identified through screening the literature and the factors that have been identified by this process have been verified in accordance with the realities of the country through face-to-face interviews with the companies in question. In identifying priorities that lead to the decision in ambiguous cases where events are not clear-cut, the fuzzy logic method has been preferred. In this study where clusters have been blurry linguistic variables have been the main focus. The data collection questionnaire on the factors affecting decision-making was prepared, in 47 items under the six main headings applied to the managers of thirty companies that bid in tenders of the Ministry of National Defense Regional Directorates for Construction and Properties together with other public establishments/institutions. The questionnaires evaluated by the managers of the companies with linguistic variables were transformed into triangular fuzzy numerals and the calculations that were made with these fuzzy numerals were identified the priorities in decision-making during the bidding process. Fuzzy TOPSIS algorithms were used to facilitate the decision-making of managers to choose the most suitable tender for their companies and to bid for this tender and were constituted the most advantageous tender selection model. Despite the fact that numerous methods with multi-criteria that facilitate the decision-making of managers have been developed in this study, by way of linguistic variables that do not require package programs fuzzy TOPSIS method where both qualitative and quantitative data can be easily used has been preferred. With respect to the administration, from the perspective of the company in relation to the aimed proposition to the tender, it was defined that in the most advantageous tender priority should be given to the company who has contracted in former tenders of the Regional Directorates of Construction Properties of the Ministry of National Defense and continues to bid in the tenders. This methodology has made it possible for the administration of the company to make the most appropriate decisions.
