Özet

Çalışmada, İstatistiki Bölge Birimleri Sınıflandırması (İBBS) TR 51 Bölgesindeki Ankara iline bağlı 25 ilçe içinde, çevre ilçe olarak ifade edilen merkez ilçelerin dışındaki 16 çevre ilçe üzerinde odaklanılmıştır. Türkiye'deki 26 kalkınma ajansından biri olan Ankara Kalkınma Ajansı'nın yürüttüğü bazı mali destek programlarındaki“bölge içi gelişmişlik eşitsizliklerini giderme”temalı hedefine katkı sağlamak amacıyla, tezde az gelişmiş yöreleri pozitif yönde ayırarak, bu yörelerin eşit koşullarda değerlendirmeye tabi tutulmalarını sağlayacak uygulama araçları üretilmesi sağlanmıştır. Çalışmada öncelikle, farklı alanlardan seçilen ve yörelerin gelişmişliğini gösteren göstergeler kullanılarak, ilçelerin farklı alanlardaki gelişmişlik seviyeleri tespit edilmiş ve bu tespit doğrultusunda gelişmişlik sıralamaları oluşturulmuştur. Çalışmada ilçelere ait toplam 29 adet sosyoekonomik gelişmişliği değerlendirebileceğimiz değişken kullanılmıştır. Önce 22 adet değişken kullanılarak tüm ilçelerin dahil olduğu sosyoekonomik gelişmişlik analizi yapılmış ve çevre ilçelerin Ankara genelindeki konumları görülmüştür. Ardından sırasıyla 15, 5 ve 7 adet değişken kullanılarak çevre ilçeler için sosyoekonomik gelişmişlik, eğitim gelişmişliği ve tarımsal gelişmişlik analizleri gerçekleştirilmiştir. İlçelerin endeks değerlerinin oluşturulması safhasında çok değişkenli istatistik tekniği olan temel bileşenler analizi kullanılmıştır. Bir sonraki aşama da çevre ilçelerin tespit edilen gelişmişlik endeks değerlerini, bu ilçelerde Ankara Kalkınma Ajansı destek programlarında başarılı bulunarak yürütülen proje toplam bütçeleri ile karşılaştırmak olmuştur. Son olarak da çevre ilçelerin gelişmişlik endeks değerleri ve sıralaması kullanılarak benzer gelişmişlik seviyelerine sahip çevre ilçelerin sınıflandırılması yapılmıştır.

This study focuses on 16 districts known as surrounding districts excluded from central ones which are in total 25 and subjected to Ankara which is located in the TR 51 region of Nomenclature of Territorial Units for Statistics (NUTS II). Some financial support programmes carried out by Ankara Development Agency, which is one of the 26 development agencies in Turkey, aim to eliminate the disparity of intra-regional development. Aiming to contribute to this goal, several application tools which were expected to enable the underdeveloped regions would be assessed by equal terms with the help of positive discrimination were produced. In this study, firstly the indicators which were chosen from different fields and manifesting the development level of the regions were employed. Following this step, the development levels of districts in terms of different fields were identified and with the help of this identification the sequencing of the development levels were formed. In this study 29 indicators (of districts) which enabled the evaluation of socioeconomic development were used. In this part, firstly 22 indicators were used to do the analysis of socioeconomic development by including all of the districts and the situations of surrounding districts were revealed in Ankara. Subsequently, 15, 5 and 7 indicators were used successively to perform the analysis of socioeconomic development, educational development and agricultural development for surrounding districts. Principal component analysis which is a multivariate statistics technique was used during the period of composing the index values of the districts. The next phase and the general aim was to make a comparison between the index values which were identified in distinct categories and the total budget of the projects which were considered as successful and put into practise by the financial support programmes of Ankara Development Agency. Employing the developmental index values of surrounding districts and their sequencing, a classification of some districts with similar development levels was made.
