Özet
Bu çalışmanın amacı, 1983-2013 dönemi yıllık verilerden hareketle Türkiye'de beşeri sermaye ile ekonomik büyüme arasındaki ilişkiyi zaman serileri analizi ile test etmektir. Çalışma üç bölümden oluşmaktadır. Birinci bölümde ekonomik büyüme ve beşeri sermaye terimleri açıklanmış ve beşeri sermayenin büyüme teorilerindeki yeri incelenmiştir. İkinci bölümde Türkiye'nin yıllar itibarıyla eğitim, sağlık ve beyin göçü göstergeleri ele alınarak Türkiye'nin beşeri sermaye durumu ortaya konulmuştur. Üçüncü bölümde ise Türkiye'nin 1983-2013 dönemleri arasında beşeri sermaye ve ekonomik büyüme ilişkisi üzerine bir uygulama gerçekleştirilmiştir. Çalışmanın sonucunda Johansen-Juselius eşbütünleşme testi, beşeri sermaye ile ekonomik büyüme arasında uzun dönemli bir ilişkinin varlığını ortaya koymuştur. Ayrıca Granger nedensellik testi sonuçlarına göre, beşeri sermaye göstergelerinden büyümeye ve büyümeden beşeri sermaye göstergelerine doğru bir nedensellik ilişkisi tespit edilememiştir.

The aim of this study is to test the relationship between human capital and economic growth in Turkey with the analysis of the time series with reference to 1983-2013 period. The study consists of three parts. In the first chapter, the terms of economic growth and human capital are explained and the place of human capital in growth theories is examined. In the second chapter, Turkey's human capital situation has been put forward by taking years of education, health and brain migration indicators. In the third chapter, an application was performed in the relation between human capital and economic growth between 1983-2013 period of Turkey. As a result of the study, the Johansen-Juselius cointegration test revealed the existence of a long-term relationship between human capital and economic growth. Furthermore, according to the Granger causality test results, a causality relation from human capital indicators to growth and from growth to human capital indicators could not be determined.
