Özet
Ulus devlet, modern uluslararası ilişkilerin doğuşu açısından önemli bir role sahiptir. Zaman içerisinde ulus kavramının ulus devlet içerisinde de daha fazla ön plana çıktığı gözlemlenmiştir. Bunun temel nedeni zaman içerisinde milliyetçilik olgusunun ortaya çıkması ve güçlenmesidir. Böylelikle ulus, devlete karşı daha güçlü olabilmiştir. Fransız İhtilali bunun en belirgin örneğidir. Osmanlı İmparatorluğu'nun son yıllarında ortaya çıkan milliyetçi akımlar ve ulus devlet olgusu üzerine tartışmalar Osmanlı İmparatorluğu'nun yıkılmasından sonra da devam etmiştir. Yeni kurulan Türkiye Cumhuriyeti döneminde de milliyetçilik, kimlik ve devlet tartışmaları zaman zaman yoğun bir şekilde tartışılmıştır. Günümüzde, Türkiye içerisinde de bu tartışmalar gündeme gelmekte ve birçok araştırmaya konu olmaktadır. Türkiye'nin yeni anayasa yapımı sürecinde ulus devlet ve bu kavramla ilişkili birçok husus bilimsel ve siyasi tartışmaların merkezinde yer almaktadır.

The term of“nation state”does not identify a new fact and it identifies the past with the future. Nation state has an important role to play in terms of the rise of modern international relations. Nations and states were described completely, and the dimensions of their relations were decided with this term. In time, it was observed that the term of nation had taken over more in nations state. The basic reason of that was about rising and strengthening of the fact of nationalism in time. Thus, the nation could become more powerful against the state. French Revolution is the most visible example of that. In the basis of nationalism again, nations state is a controversial term, too. Benefits and harms of nationalism are always criticized. Besides, the complication of sovereignty is another dimension of debates. Turkey is one of the states, which is in these debates. In particular, rising nationalist movements in the last period of Ottoman Empire and controversial fact of nation state had continued after the downfall of Ottoman Empire. At the end of similar debates, which were observes in the period new founded Turkey Republic, Turkey had lived the debates on nationalism, identity and state. Turkey is in a new period with these debates in the modern period and the state is in search for a new identity. New constitution and a new administration model locate in the center of this search. Perhaps, for the first time in its history, Turkey is on the eve of an identical change.
