This dissertation observes the impact of liberalisation on income inequality in Turkey from 1980 to the present, considering two turning points in Turkey's economic history: 1980, the starting point of liberalisation reforms and post-2001 structural transformation. Turkey has been influenced by the global paradigm shifts in terms of economic governance, reflected in the country's policy change in 1980 in the form of a transition from import substitution to export orientation and a neoliberal policy design in broader terms. Observing the trends over a thirty five year period, the centre of attention will be selected aspects of liberalisation which particularly play a role in the shares of the bottom income groups such as: labour market policies and outcomes, taxation and social policy. Analysing the trends in inequality through quantile breakdown of income groups, it has been found that inequality, while increasing in early 1980s, shows a relatively stable trend from 1987 to 1994. In both 1994 – 2002 and 2002 – 2007, data claims improvements in income distribution. 2007 to 2011 and even to the present seem to follow a stable trend. However, the study will argue that the long breaks between different surveys as well as the debates in terms of their accuracy and representativeness prevents us to draw ultimate conclusions based solely on quantitative results. Thus, our aim is to provide the reader with more information on the fluctuations between and within important periods based on the possible impact of chosen aspects of liberalisation by using both quantitative and qualitative studies.
