Özet
Turizm sosyal, kültürel ve ekonomik katkısıyla ciddi bir öneme sahiptir. Ancak, ülkeler arasında karşılıklı ya da tek yanlı bürokratik ve siyasal engeller, turizmde seyahat özgürlüğünü kısıtlayan uygulamalardır. AB üye ülkeleri arasında bu engellerin esnek tutulması veya kaldırılması sonucunda Avrupa'da hem seyahatler kolaylaşmış hem de turizm sektörünün coğrafi alanı genişlemiştir. Çalışmada, 2004 yılı öncesi 15 AB üye ülkesi ile 2004 yılı sonrası AB genişleme süresi içine dahil olan 10 AB üye ülkesi arasında 1995‐2016 dönemine ait panel veri seti kullanılarak turist varışlarında ve turizm gelirleri ilişkisi üyelik sürecini gözeten ekonometrik modeller ile incelenmiştir. Geleneksel birim kök testleri değişkenlerin tamamı için fark durağan tespit edilirken, kırılmaları dikkate alan testler de serilerin hepsi seviye durağan tespit edilmiştir. Tam üyelik sürecinin ve dolayısıyla seyahat özgürlüğü önündeki engellerin ortadan kalkmasının bu ülkelerin turizm gelirlerinde ve turist sayılarında anlamlı bir değişime neden olduğunu destekleyen bu bulgunun ardından 2004 genişleme sürecine göre oluşturulmuş kukla değişkenin dahil edildiği ve turizm talebini gelir ve fiyatın fonksiyonu kabul eden standart talep denklemleri tahmin edilmiş ve modellerin tamamında söz konusu değişken anlamlı bulunmuştur. Bu sonuç da 2004 genişleme süreci sonrası seyahat engellerinin ortadan kalkmasının turizm sektörü üzerine anlamlı etkiye sahip olduğunu ortaya koymaktadır.

Tourism has a significant importance with the contributions of social, cultural and economic. However, bilateral or unilateral bureaucratic and political obstacles among countries are practices that restrict the freedom of travel for tourism. As a result of the flexible retention or abolition of these obstacles among the European Union (EU) member countries, both facilitated travels in Europe and has expanded the geographic areas of the tourism sector. In this study, using panel data for the period 1995‐2016 between 15 EU member countries before 2004 and 10 EU member countries which included into EU enlargement after 2004, the relationship of tourist arrivals and tourism receipts were examined with econometric models overseeing EU membership process. While the conventional unit root tests were determined to be stationary for all of the variables, the series were found to be stationary in the tests taking into account the fractures. This finding supports the fact that the disappearance of the full membership process and hence the obstacles to freedom of travel cause a meaningful change in the tourism revenues and the number of tourists in these countries. and all of the models were found to be significant. This result shows that the elimination of travel barriers after the 2004 enlargement process has a significant effect on tourism sector.
