Özet
Bu doktora tezi, 1990'larda Türkiye'de siyasal liberal değerlerin izini bir siyasal parti üzerinden incelemiştir. Dönemin yükselişte olan siyasal değeri ve sistemi siyasal liberalizm, üstünde çalışılan teorik zemini oluşturur. Araştırma sorusu“bir istisnai örnek olarak liberal Batı tipi demokrasinin ortam ve dış şartlar bunu desteklerken, sistemin siyasal bagajına içkin olmadıkça tutması nasıl mümkündür?”olarak formüle edilmiştir. Bu yanı ile, sonuca ulaşmak manasında yeterli olmasa da hedef yolunda atılan adımların süreç içinde ne gibi dönüşümlere sebep olduğunu ortaya koymak vurgulanmıştır. Siyasal liberalizmin araştırıldığı zaman aralığı 1987- 97 on yılıdır. Araştırma sorusunun nesnesi olarak örnek olay, 1990'larda oluşmuş, kurulmuş ve daha sonra bir başka partiye ilhak olarak sona ermiş olan Yeni Demokrasi Hareketi'dir. Bir parti incelemesi olan bu doktora tezinde, ömrü kısa bir partiyi bağlamı içinde anlamlandırabilmek için Tunaya yönteminin bir uyarlaması yapıldı. Örnek olay araştırma sorusunun cevabını, yapılmaması gerekenleri deneyimleyişiyle verir. Bununla birlikte, partinin bazı yapısal sorunları da sistemde tutunmayı kaygan zemin kadar zor kılmıştır. Çalışmanın sonunda, siyasal liberalizmin siyasal bagaja içkin olmadığı bir örnekte, sisteme sızıntılar şeklinde iz bırakmanın mümkün olduğu ortaya konulmuştur. Çalışmanın konu alınan döneme dair sonucu, 1990'lar Türkiye'sindeki değişim ve liberalleşme çağrılarının bir spektrum oluşturması şeklindedir.

This doctoral dissertation pursues politically liberal merits through a political party in the 1990's of Turkey. Political liberalism, as the rising political merit and system of that period, is the theoretical platform that is worked on. The research question is formulated as“if the liberal Western democracy - as an exceptional version - is not intrinsic to the political baggage of a system and if the exogenous factors promote the liberal Western democracy, how would it be possible to settle into the political system?”. With this aspect, the steps on the way of liberal Western democracy is emphasized by their effect on little twists on the transformation of the system, even those steps could not change the final point. Decade of 1987-97 is the period that is concentrated in terms of the analysis of political liberalism. As the object of the research question, the case of this study is the New Democracy Movement, which was formed, founded and was concluded by annexing to another political party in 1990's. In this doctoral dissertation, which is a political party analysis, Tunaya method of party analysis is arranged for the necessity of giving a short-lived political party's meaning within its context. The case gives the answer of the research question by its experiments in the opposite tide of settling into the system. Notwithstanding, various structural problems of the party make settling into the system tough, as much as the sliding platform the party tries to stand on. It is displayed at the end of the dissertation that it is possible to trail through the system by leaks at backward, if the liberal Western democracy is not intrinsic to the political baggage of a system. Another linked result of this study is that the calls for transformation and liberalism through the 1990's Turkey generate a spectrum.
