Özet
Eğitimde bilgi iletişim teknolojilerinin kullanılması, sınıflarda kullanılan teknolojik aletlerin baş döndürücü bir hızla güncellenmesi nedeniyle araştırmacılar için daima güncel bir konu olmuştur. Milli Eğitim Bakanlığı tarafından Türk devlet okullarındaki teknolojik altyapının iyileştirilmesine yönelik en son güncelleme, okul içi eğitim süreçlerine en son teknolojik aletlerin etkili bir şekilde entegrasyonu ile tüm ülkede teknolojik altyapının geliştirilmesi ve eşit imkanlar sağlamayı amaçlayan en büyük teknoloji yatırımlarından biri olan Fatih projesidir. Bu teknolojilerin uygulayıcılarının tutumları ve yeterlilikleri merak konusu olmuş ve ortaöğretim kurumlarında görev yapan İngilizce öğretmenlerinin yabancı dil öğretiminde Bilgi İletişim Teknolojileri (BİT) kullanım algılarını araştırmayı amaçlayan bu çalışma yapılmıştır. Araştırma 2013/2014 eğitim öğretim yılında Türkiye'nin Kayseri ilinde bulunan Fatih projesinin teknik bileşenlerine sahip resmi ortaöğretim kurumlarında gerçekleştirilmiştir. Çalışma grubu 58'i kadın 46'sı erkek olmak üzere toplamda 104 ortaöğretim İngilizce öğretmeninden oluşmaktadır. Fatih projesinin ilk uygulama basamağı ortaöğretim kurumları olduğu için çalışma grubu olarak ortaöğretim lise öğretmenleri seçilmiştir. Veriler iki araçla toplanmıştır; araştırmacı tarafından geliştirilen Fatih projesinin uygulanmasından önce ve sonra ortaöğretim İngilizce öğretmenlerinin BİT tercihlerinde teknoloji kullanımına ilişkin algılarını araştırmak için geliştirilen bir anket ve yarı yapılandırılmış görüşmeler. Bu çalışmada elde edilen nicel veriler baştan sona SPSS 20.0 programı ile parametrik olarak işlenmiş ve nitel açık uçlu soru yanıtları içerik analizi ile kodlanmış ve kategorize edilmiştir. Mevcut durumun genel bir resmini çizebilmek için bulguların sunulmasında yanıtların betimsel istatistikleri ve maddeler arası korelasyonların bağımsız T testi sonuçlarından faydalanılmıştır. Sonuçlar, orta öğretim İngilizce öğretmenlerinin sınıflarda BIT kullanımına karşı olumlu tutumları ve yeterlilikleri gösterdiğini ve Fatih projesi kapsamında veya dışındaki tüm aşamalarda yabancı dil öğretiminde her türlü BIT aracından istifade ettiklerini göstermiştir. Bu çalışma aynı zamanda BIT araçlarının teknik özelliklerinden ve hizmet içi eğitimin yetersizliğinden kaynaklanan başlıca sorunları ortaya çıkarmıştır. Bu çalışmanın hem öğretmenlere hem de eğitim politikası belirleyicilerine mutlaka katkı sağlayacağı beklenmektedir.

The use of Information and Communication Technologies (ICT) in education has always been an up-to-date topic for researchers as the technological devices that are used in classrooms are updated at an unprecedented pace. The latest update in enhancing technological infrastructure at Turkish public schools by Ministry of National Education was one of the biggest technology investments called Fatih project which focuses on providing equal opportunities in whole country and improves the technological framework at schools by integrating the latest technological tools efficiently into in-school educational processes. The attitudes and competencies of practitioners of these technologies have been an issue of concern and this descriptive study which aims at investigating the perceptions of high school English teachers (HSETs) in using ICT in teaching foreign language was conducted. The study was carried out in 2013/2014 academic year at public high schools which have the technical components of Fatih Project in Kayseri, Turkey. The subject group of this study was composed of 58 female and 46 male, totally 104 high school English teachers. Teachers from high schools were chosen as the subject group, because the Fatih project was initiated in high schools as the first implementation phase of the project. Data were gathered via a questionnaire which was developed by the researcher to explore perceptions of HSETs' use of ICT within the ICT preferences before and after the implementation of Fatih project. The quantitative data obtained via the questionnaires in this study were processed from beginning to end via SPSS 20.0 parametrically and the qualitative open ended item responses were coded and categorized through content analysis. The descriptive statistics of responses and independent T test results of inter item correlations are used to present the findings to draw an overall picture of the situation. The results indicated that HSETs have positive attitudes toward and show competency in use of ICT in classrooms and utilize all kinds of ICT tools in teaching a foreign language in all of the phases within or without Fatih project. This study also revealed the major problems caused by the technical features of ICT tools and insufficiency of in-service trainings. It is expected that this study will certainly contribute to both teachers and education policy makers.
