Özet
Kamusal alanların kentsel hafıza ve kimliği yaratma becerisi, günlük hayat ve toplumsal olayların sahnesi olma özelliğinden gelir. Aynı zamanda; bireylerin karşılaştığı, kültürel ve toplumsal faaliyetlerin deneyimlendiği buna ek olarak bireysel hakların savunulduğu mekanlar olması nedeniyle de kamusal alanlar hem kavramsal hem yapısal olarak büyük önem taşımaktadır. Küreselleşen ve ideolojilerin araç haline geldiği kentsel politikalara maruz kalan kentlerin kamusal alanları kavramsal ve yapısal olarak dönüşmektedir. Sermayenin kentsel planlamaya dahil olması, mekanın metalaştırılması ve neo-liberal politikalar sebebiyle kamusal alanların fiziksel sınırları, planlama stratejileri ve erişilebilirliği, dolayısıyla potansiyelleri değişime uğramaktadır. Kentleri anlamak ve geliştirmek için bu dönüşümü neden ve sonuç ilişkisiyle aktörleriyle birlikte analiz etmek gerektiği düşünülmüştür. Bu çalışmadaki örnekler geçmişten günümüze; kişisel çıkar veya korkular, mekânın metalaştırılması ile gelen kentsel ayrışma ya da toplumsal dinamiklerin kentleri yeniden üretme şekillerini temsil eder. Bu analiz; kentin dilini anlamak ve gelecekte kentsel politikaları yönlendirmek için bir altyapı oluşturmaktadır.

The ability of public spaces to create urban memory and identity comes from the feature of being a scene of daily life and social events, and therefore public spaces are of great importance. The identity of the city is related to the impressions of the city. The impression of cities is the quality of public spaces in the city. Public spaces are nodes between concrete structures in the city, creating a network with each other and creating strong links with different effects; they are places to breathe in the city. If these areas are not sheltered and pleasant, the user will feel unsafe and will rarely use that space again. Same time; public spaces are of great importance both conceptually and structurally, because that they are places where foreigners are faced, cultural and social activities are experienced and individual rights are defended. The public spaces of cities that are exposed to global and urban policies are transformed conceptually and structurally. Due to the involvement of capital in urban planning, the commodification of space and neo-liberal policies, the potentials of the public spaces change due to their physical boundaries, planning strategies and accessibility. In order to understand and develop cities, it is necessary to analyse this transformation together with its actors with cause and effect relationship. Examples from this study are; personal interests or fears, urban segregation by the commodification of space, or social dynamics that represent the reproduction of spaces. This analysis; it forms a scene for understanding the language of the city and for guiding urban politics in the future.
