Özet
İşsizlik kavramı 1929 Dünya Ekonomik Buhranı'ndan sonra ortaya çıkmış olup, gelişmiş ve gelişmekte olan birçok ülkede önemli bir sorun haline gelmiştir. Ülkelerin ekonomik, kültürel ve siyasal durumları yaşamakta oldukları zorluklar, verdikleri mücadeleler ülkeden ülkeye farklılık göstermektedir. Oluşan bu farklılıklar ülkeleri kendilerine özgü istihdam politikaları oluşturmaya ve gerekli önlemleri almaya yöneltmektedir. Bu çalışmada 1990'dan günümüze kadar olan yıllarda gerçekleşen işsizlik oranları ve bu oranlara neden olan faktörler, Türkiye ve Avrupa Birliği ayrıştırması yapılarak incelenecektir. Çalışmada ilk olarak işsizlik ve istihdam kavramları ile ilgili temel bilgilere yer verilmiş, Türkiye'deki işgücü piyasası özellikleri araştırılmıştır. Devamında Türkiye ve Avrupa Birliği'nde uygulanan istihdam politikalarının karşılaştırılması yapılmıştır. Genç işsizlik oranlarının dünyanın tümünde büyük bir paya sahip olmasından dolayı bu konuya ayrıca yer verilmiştir. En son olarak da Türkiye ve Avrupa Birliği ülkelerinde işsizliğin yapısına göre sınıflandırılması sayısal tablolar şeklinde karşılaştırılıp Türkiye'de işsizliği etkileyen başlıca değişkenler ekonometrik analiz yöntemleriyle test edilmiştir. Ulaşılan sonuçlar sonuç kısmında yorumlanmıştır. Bu çalışmada ki amaç Türkiye'nin işsizlik yapısı ile bunu meydana getiren nedenleri AB ülkeleri ile karşılaştırarak ve işsizlik sorununun Türkiye'nin önünde bir engel olarak görülmemesi gerektiğini, istihdama yönelik uygun politikalarla bu sorunun üstesinden gelinebileceğinin mümkün olduğunu göstermektir. Bu amaç doğrultusunda Türkiye'de uygulanmakta olan istihdam politikaları ile AB istihdam politikalarının karşılaştırılması ve AB'ye uyumu analiz edilecektir.

The concept of unemployment emerged after the World economic crisis of 1929 and it has become a major challenge in many developed and developing countries. The economic, cultural and political situations of countries, their struggles and the challenges they face vary from country to country. These differences lead countries to create their own employment policies and take the necessary measures. In this study, unemployment rate realized in the years from 1990 until the present and the factors that cause this rate, Turkey and the European Union will be examined with distinction. Firstly, basic information about the concepts of unemployment and employment were included in the study, and labor market characteristics were investigated in Turkey. Thereafter, a comparison of employment policies in Turkey and the European Union was conducted. This issue is also included because youth unemployment has a large share in the world. Lately, the classification according to the structure of unemployment in Turkey and European Union countries were compared in the form of numeric tables, and the main variables affecting the unemployment rate in Turkey has been tested with econometric analysis methods. The results were interpreted in the conclusion. The purposes of this study are comparing Turkey's unemployment structure and the factors that cause it with EU countries, and showing the problem of unemployment is not an obstacle for Turkey and it is possible to overcome this problem with appropriate policies for employment. For this purpose, with employment policies that are being implemented in Turkey it will be compared to the EU employment policies and their compliance with the EU will be analyzed.
