Özet
Teknolojik devrimle küresel bir köye dönüşen dünyada yaşanan birçok olayın, gelişmenin ve sorunun evrensel bir tartışma yaratması doğaldır. Basın özgürlüğü kavramı da medyanın küresel ölçekte etki yaratabilecek bir güce sahip olması nedeni ile farklı boyutlarıyla, tüm dünyada en çok tartışılan meselelerden biridir. Basın özgürlüğü tartışmalarına dayanak oluşturan düşünsel adımların tarihsel süreçte nasıl geliştiğini ortaya koymayı amaçlayan bu çalışmada, devlet düşüncesi sınırında bir özgürlük tasarımının mümkün olup olmadığı sorgulamasıyla birlikte temel hak ve özgürlükleri korumayı amaçlayan evrensel sözleşmelerin bugünkü mahiyetleri üzerinde durulmuştur. Farklı boyutlarda ele alınabilecek özgürlük, devlet ve anayasa gibi kavramlar üzerine söylenebilecek her şeyi tek bir çalışma altında toplamak kolay değildir. Bu nedenle çalışma klasik liberalizm anlayışı sınırında konuyla ilişkili kitap, dergi, makale ve dijital yayınlardan faydalanılarak sürdürülmeye çalışılmıştır. Özgürlük, bireysel ve toplumsal yönüyle her dönemin kendi koşullarında yaratılan anlamların taşıyıcısı olabilen bir kavramdır. Bazen yalnızca insanın zihinsel bir meselesi bazen de toplumların düşünsel adımlar geliştirebilmesinde bir etken olması sebebi ile üzerine ne kesin yargılar ileri sürmek ne de bir son söz söyleyebilmek mümkündür. Fakat bu durum yine de özgürlük kavramının düşünsel ve tarihsel dayanakları üzerine araştırmalar yapıp yorumlanma çabasını anlamsız kılmaz, aksine özgürlüğün tarihsel seyrini doğru anlayabilmek doğru bir özgürlük bilincinin geliştirilebilmesine gerçekçi bir katkı sağlayabilir.

It is natural that many events, developments and problems in the world, which became a global village with technological revolution, create a universal debate. The concept of freedom of the press is one of the most debated issues in the world due to the fact that the media has the power to create an impact on a global scale. In this study, which aims to reveal how the intellectual steps that form the basis of the discussions on the freedom of the press have developed in the historical process, it is dwelled on the nature of the present- day of universal contract which aims to protect fundamental rights and freedoms with the question of whether it is possible to design a freedom on the border of state thought. It is not easy to gather everything that can be said about concepts such as freedom, state and constitution which can be handled in different dimensions under a single study. For this reason, this thesis has been tried to be continued within the scope of classical liberalism by making use of related books, magazines, articles and digital publications. Freedom is a notion that can be the carrier of meanings created under the conditions of each period with its individual and social aspects. As sometimes it is only a mental issue of a human being and sometimes it is a factor in the development of intellectual steps in societies, it is not possible to make any final judgments on it or to say a final word. But this situation does not make meaningless efforts to make researches and interpretations on the intellectual and historical foundations of the concept of freedom; on the contrary, understanding the historical course correctly can make a realistic contribution to the development of the right awareness of freedom.
