Özet

Tüm dünyada en çok üretilen yapı türlerinden biri olan eğitim yapıları, insanların çocukluktan yetişkinliğe kadar, hayatlarının büyük bir bölümünde en çok vakit geçirdikleri yerlerden biridir. Eğitimin gerçekleştirildiği fiziksel ortam olarak eğitim yapıları, hem öğrencilerin fiziksel, sosyal ve psikolojik gelişimlerini tamamladıkları yer hem de öğrenme becerilerini geliştirdikleri ve sosyal çevrelerini oluşturdukları bir mekan olarak tanımlanmaktadır. Ülkemizde her kademe ve çeşitteki eğitim kurumlarına ait bina ve tesisler Milli Eğitim Bakanlığınca planlanıp ve yaptırılmaktadır. Cumhuriyetin ilanı ile artan eğitim yapısı ihtiyacı tip projeler ile giderilmeye çalışılmıştır. Geçmişten günümüze değişen yaşam koşulları, eğitim sistemi ve kullanıcı beklentileri doğrultusunda tip projelerde değişimler gözlense de günümüzde eğitim yapılarında tip projeler ile bina elde etme pratiği halen devam etmektedir. Günümüzde üretilen yeni tip projelerde ve diğer eğitim yapılarının tasarımında 2015 yılında yayınlanan Milli Eğitim Bakanlığı Eğitim Yapıları Asgari Tasarım Standartları Kılavuzuna uyulması zorunludur. Cumhuriyetin ilanından bugüne kadar tip projeler doğrultusunda üretilmiş olan çok sayıda eğitim yapısı bugünde kullanılmaya devam etmektedir. Ancak 2015 yılından önce yapıldıkları için Asgari Tasarım Standartları Kılavuzuna tam anlamıyla uygun değillerdir. Bu durum belirtilen yapılar için bazı durumlarda işlev değişikliğini, bazı durumlarda ise ek binaların yapılmasını zorunlu kılmaktadır. Tez kapsamında Bursa Osmangazi ilçesinde bulunan 15 adet ortaöğretim kurumundan aynı tip projeye sahip olan 5 adet okul tespit edilmiştir. Bu bağlamda üretilmiş olan tip projelerin günümüz koşulları eğitim yapısı ihtiyacını karşılayıp karşılayamayacağı, MEB Standartlarına uygunluğu ve kullanıcı memnuniyeti sorgulanmıştır. MEB Standartları açısından incelenen okullarda kullanıcı memnuniyetini ölçmek için beş okulda toplam 575 kişiyle anket çalışması yapılmıştır. Okullar hem MEB standartları hem kullanıcı memnuniyeti açısından incelenerek, okulların günümüz koşullarına uygun olup olmadığı tespit edilerek, gelecekte yapılacak olan mekansal yenileme çalışmalarına ışık tutulması amaçlanmıştır.

Education buildings are one of the most constructed structures around the world and one of the most used buildings that one spends time throughout the life from childhood to adulthood. Education buildings in which education is given physically are defined as locations where students complete self-development physically, socially and psychologically and develop learning skills and create social networks. In our country, education buildings and facilities in every stage and variety are being planned and made by Ministry of Education. With the proclamation of the republic, the rising need for the new education buildings have been satisfied with the typical projects. Despite the fact that some revisions have been issued on the typical projects with the change in living conditions, education system and user expectations, the practice of using the typical projects to have education buildings is still valid currently. In the design stage of new typical projects and other education buildings projects, it is compulsory to conform to the Design Criteria for Education Buildings published by MoE in 2015. Many education buildings constructed with typical projects, from the beginning of the proclamation of the republic up to date, are still being used. However, the buildings do not conform with the Design Criteria completely since they have been designed before issuance of the Design Criteria since they have been constructed before 2015. This situation leads to change the function of the buildings in some cases and sometimes causes constructing new additional buildings. In the scope of this Master's Thesis, 5 schools that have the same typical project determined within 15 each Secondary Education Buildings exist in Osmangazi. In this manner, it is examined whether these buildings satisfy the modern-day needs of education buildings, conforms with the standards of MoE and user needs. A survey study has been performed with 575 people from 5 schools in order to measure the user satisfaction in buildings that are reviewed in terms conformity to MoE. The main objective of this Master's Thesis is to assist the forthcoming restoration studies by analyzing the schools in terms of Standards of MoE, user satisfaction and suitability of the buildings to the modern-day needs.
