Özet
Cinsel yönelim ve cinsiyet kimliğine dayalı eşitsizlikler LGBT'lerin yaşamın birçok alanında sorunlar yaşamalarına sebep olmaktadır. Toplumsal yaşamda karşılaşılan bu durum; LGBT'lerin cezaevine girmeleri noktasında da devam edebilmektedir. Bu noktada araştırmanın odağı, LGBT'lerin her iki süreçteki sorun ve ihtiyaçlarının saptanması ve ulusal ve uluslararası alanyazında sınırlı çalışma bulunan bu konuda sosyal hizmet literatürüne katkı sunulmasıdır. Bu çalışmada, LGBT'lerin toplumsal yaşamda ve ceza infaz kurumunda sosyal dışlanmaya ilişkin yaşantılarının saptanması; cezaevi süreç ve yaşantılarının kendi deneyimleri üzerinden ortaya konması ve LGBT'lerin toplumsal yaşamda ve cezaevi ortamında LGBT olmaktan kaynaklanan sorunlarının tespiti ve sosyal hizmet gereksinimlerinin belirlenmesi amaçlanmaktadır. Bu amaçlar doğrultusunda çalışmada nitel araştırma desenlerinden fenomenoloji yaklaşımı kullanılmıştır. Araştırmanın katılımcıları amaçlı örnekleme yöntemlerinden biri olan benzeşik örnekleme tekniği ile belirlenmiştir. Veri toplama sürecinde yarı yapılandırılmış görüşme formu kullanılarak 10 LGBT ile derinlemesine görüşmeler gerçekleştirilmiştir. Elde edilen veriler Maxqda 18 Analytics Pro analiz programı aracılığıyla betimsel analize tabi tutulmuştur. Çalışma sonucunda, katılımcıların toplumsal yaşamda sosyal dışlanmanın ekonomik, mekânsal ve kültürel türlerini çeşitli alt boyutlarda deneyimledikleri görülmüştür. Ceza infaz kurumunda ise hem sosyal dışlanma pratikleri, hem de ceza infaz kurumunun kendi dinamiklerinden kaynaklı birtakım sorunlar yaşadıkları belirlenmiştir. Bu sorunların hizmetlere erişimde güçlükler, tahliye sonrası gereksinimler, fiziksel koşulların olumsuzluğu, maddi sorunlar ve psikolojik sorunlar alanlarında yoğunlaştığı tespit edilmiştir. Toplumda LGBT'lere yönelik sosyal dışlanma pratiklerinin; ekonomik destek, önyargılı ve homofobik bakış açısı ile mücadele, psikolojik destek, istihdam olanaklarının sağlanması ve danışmanlık başlıkları altında toplanan sosyal hizmet ihtiyaçlarını doğurduğu tespit edilmiştir. Ceza infaz kurumu içerisindeki sosyal hizmet ihtiyaçlarını ise psikolojik destek, bireysel danışmanlık, sosyo-kültürel faaliyetlere katılım, kaynaklarla bağlantılandırma, ekonomik destek, kurum personeline erişim ve homofobik ve önyargılı olmayan tutum konularının oluşturduğu belirlenmiştir.

Inequalities depending on sexual orientation and gender identity cause various problems for LGBT individuals in many areas of life. This situation encountered in social life, can also continue to occur while LGBTs are being imprisoned. At this point, focus of the study is determining LGBTs problems and needs in both processes and contribute to social work literature on this subject which has limited number of studies in national and international literature. In the study it is aimed to determine the social exclusion experiences of LGBTs in social life and penal institutions, to present the prison processes and experiences through their own experiences to identify the problems arising from being LGBT in social life and in prison environment and to determine their social work requirements.In accordance with these aims the phenomenological approach from the qualitative research designs is used in this study. A homogeneous sampling technique, one of the purposeful sampling methods has been used to identify participants in the study. In data collection process in-depth interviews are conducted with a total of 10 LGBT by using a semi-structured interview form. The obtained data were subjected to descriptive analysis through analysis program called Maxqda 18 Analytics Pro. As a result of the study, it was observed that the participants have experienced economical, spatial and cultural types of social exclusion in various sub-dimensions in social life. In the penal institution, it was determined that the participants have experienced some problems arising from both the social exclusion practices and the dynamics of the penal institution. It has been certified that these problems are concentrated in the areas of difficulties in access to services, post-release needs, negativity of physical conditions, financial problems and psychological problems. It has been determined that social exclusion practices for LGBTs in society create the social work requirements that gathered under the headings of economical support, struggling with biased and homophobic perspectives, psychological support, providing employment opportunities and counseling. Social work requirements within the penal institution were determined as psychological support, individual counseling, participation in socio-cultural activities, connecting with resources, economical support,access to institutional personnel and non-homophobic and non-biased attitude.
