Özet

Tarihimizden yüzyıllar öncesinde savunma görevleri yapan askerler kılıç, ok, tüfek ve süngü kullanmaktaydı, teknolojinin gelişmesiyle birlikte savunma alanında Kara, Deniz ve Hava Kuvvetlerinde görevli personel tarafından kurşun geçirmez ve nano teknoloji ürünler kullanılmaktadır. Gelişmiş ülkelerin Kara, Deniz, Hava kuvvetleri gerçekleştirdikleri görevlerde uydu ve uydu bazlı sistemleri, konumlama, istihbarat, haberleşme ve lazer teknolojileri ile düşman hareketlerini analiz ederek etkisiz hale getirmek amacıyla etkin halde bulundurmaktadır. Bunun yanı sıra İnsansız hava araçları (İHA) savunma ve istihbarat alanlarında gözde projeler olarak bilinmektedir. Uzay çalışmalarında ülkeler oldukça yoğun çalışmakta ve bu çalışmaları savunma ve bilimsel araştırmalar üzerinde yoğunlaştırmaktadır.Söz konusu bilimsel çalışmalar ile uzay alanında alınmayı bekleyen değerli madenler bulunmaktadır. Bu maksatla ülkeler Kara, Deniz ve Hava Kuvvetlerinin yanı sıra uzay alanında yer tabanlı ve uzay tabanlı sistemler ile füze saldırılarına karşı savunma, izleme, istihbarat, küresel gözlem, uzay araçlarının izlenmesi, uydu konumlarının belirlenmesi ve bilimsel araştırma alanlarında diğer kuvvetlere destek vermek ve savunma yapmak amacıyla uzay kuvvetlerini kurmaktadır. Geleceğin savunma sistemi yeni bir savaş teknolojisi ile çağın eşiğinde bulunarak yaşanması muhtemel savaşlarda askeri personel ile birlikte gerek insanlı gerek insansız olarak koordineli bir şekilde çalışacak otonom sistemlerin kullanılması öngörülmektedir. Uzay Kuvvetlerinin etkin bir yapıya dönüşmesi ile birlikte uzay alanının savaş ve savunma bölgesi olarak nitelendirilmesi ayrıca uzaya yerleştirilen silahlar ve araçlar sayesinde uzaydan savunma sistemlerinin geliştirilmesi hayati öneme sahiptir. Teknolojinin gelişimiyle uçan arabalar gibi özel yapım araçlar savunma alanını bilimkurgudan gerçeğe doğru her zamankinden daha hızlı ilerletmekte ve savaş meydanında bulunmayan askerlerin kilometrelerce öteden uzay kuvvetleri savunma sistemlerini kullanarak savunma yapması ve yapay zekâ ile birlikte insansız tanklar, uçaklar ve İHA'ların nereden nereye yol alacaklarına kendilerinin karar vermesi ve herhangi bir tehdit algılamasında savunma sistemlerini devreye alması ile birlikte yaşanması muhtemel savaşların kaderini değiştirecek teknolojiler olacağı öngörülmektedir. Bu çalışmanın birinci bölümünde; bir ülkenin ulusal güvenlik stratejileri ve tehdit algılamaları, iç ve dış güvenlik faaliyetleri ile Rusya Federasyonu askeri yapılanmasına, teknolojik gelişmelerine dikkat çekmektedir. İkinci bölümde, uzay kuvvetlerinde kullanılan uydu sistemleri ve söz konusu uydu sistemleri ile diğer kuvvetlere sağlanan alan desteği ile Rusya Federasyonu, Amerika Birleşik Devletleri, Çin ve diğer ülkelerin uzay kuvvetleri incelenerek uzay kuvvetlerin oluşturduğu alt yapı sistemleri ortaya çıkarılmaktadır. Üçüncü bölümde ise Rusya Federasyonunun ulusal güvenlik alanında bulunan uzay kuvvetlerinin imkân ve kabiliyetlerinin incelenmesi, uzay alanında teknolojik gelişimi, personel yetiştirilmesi, bölgesel ve küresel savunma sistemleri ile uzay kuvvetleri oluşturulmasında kullanılan yöntem ve teknolojilerin geliştirilmesi incelenmektedir. Tez çalışmasının hedefi Rusya Federasyonu uzay kuvvetlerinin incelenerek geleceğin kuvveti olarak uzay kuvvetlerinin Türkiye'de modern bir kuvvet şeklinde oluşturulması altı yapı ve kullanılan sistemler ile diğer kuvvetlere verdiği alan desteğinin değerlendirilerek geleceğin uzay kuvvetlerinin oluşturulmasında kapalı bir kapıya anahtar olması, kapıyı aralaması ve uzay kuvvetleri alanında oyun kurucu olmasını amaçlamaktadır. Tez çalışması nitel bir araştırma olup betimleme yoluyla araştırma yapılmıştır.

Soldiers who performed defense missions centuries before our history used swords, arrows, rifles, and bayonets, and with the development of technology, bulletproof and nano technology products are used by the personnel in the field of defense, land, navy and air force. In the missions performed by the developed, land, naval, and air forces, satellite and satellite-based systems are kept active in order to analyze the enemy movements by positioning, intelligence, communication and laser technologies to neutralize them. In addition, unmanned aerial vehicles (UAV) are known as favorite projects in the fields of defense and intelligence. Countries work very hard in space studies and focus these studies on defense and scientific research. There are valuable mines waiting to be taken in the field of space with these scientific studies. To this end, the countries support and defend other forces in the fields of defense, tracking, intelligence, global observation, tracking of spacecraft, determining satellite positions and scientific research in the field of space, naval and air force, as well as space-based and space-based systems and missile attacks. in order to establish space forces. The defense system of the future is expected to use autonomous systems that will work together with military personnel, both manned and unmanned, in wars that are likely to happen by being on the brink of the era with a new war technology. With the transformation of the Space Forces into an effective structure, the characterization of the space field as a war and defense zone, and the development of space defense systems through weapons and vehicles placed in space is vital. With the development of technology, specially built vehicles such as flying cars are advancing the defense area faster than ever from science fiction to the fact that soldiers who are not on the battlefield defend using the space-force defense systems from miles away and together with artificial intelligence, where they will travel from where to drove unmanned tanks, planes and UAVs. It is anticipated that there will be technologies that will change the fate of the wars likely to occur with the decision-making and the commissioning of defense systems in detecting any threat. In the first part of this study; draws attention to the national security strategies and threat perceptions of a country, internal and external security activities and the military structure and technological developments of the Russian Federation. In the second section, the space systems formed by the space forces are revealed by examining the satellite systems used in the space forces and the space support provided with the said satellite systems and other forces, and the space forces of the Russian Federation, the United States, China and other countries. In the third part, the examination of the possibilities and capabilities of the Russian Federation in the field of national security, the technological development of the space field, the training of personnel, the development of methods and technologies used in the creation of regional and global defense systems and space forces are examined. The objective of this thesis Russian Federation and the space forces by examining the forces of the future of space force formed as a modern force in Turkey six buildings and closed a door with the key being the creation of space force evaluating the future of the areas of support given to other forces with the systems used in the game field gate spacer OF THE and space forces aims to be the founder. The thesis study is a qualitative research and the research was carried out through description.
