Inconsistent Skyline Infill explores potentiality of existing texture and criticizes inadequacy of public spaces and privatization of land and tendency of restricting relation with sea through investigating current issues of Golden Horn Waterfront in Karakoy region Beyoglu district in Istanbul. On the purpose of seeking answer to the questions of: How to intervene the region in order to provide relation with the waterfront? How to ensure public usage of the region? How to answer the problem of infrequent residential spaces and following that how to answer light and security problems? How to provide programs in terms of semi public functions in order to answer the problems of the region? Public spaces and usage is fundamental for the cities and its inhabitants. Public spaces are inadequate in Karaköy region as in most of the districts of Istanbul due to the facts that; tendency of occupying lands with mega projects like mix use complexes as a suggestion of solving problems and privatizations of potential public spaces. Therefore, The identification of new functions and reprogramming that might provide a solution to the current program of Karaköy, should be provided by preserving public areas which are accessible from the region till waterfront. Concerning to conceptual significance of relation with waterfront and the intention of preserving potential public spaces lead to seek potentiality of the existing texture of the region. Urban fabric of the region consists of buildings that ranges from one to ten stories high with horizontal and vertical voids. Besides, buildings clustered in different periods thereby , differs in style, material, height with blank facades. These conditions creates the possibility of intervening to the context in molecular way as hosting to existing buildings and consequently regenerating the region with reprogramming as functions to provide a solution for the region.
