Özet
Türkiye'de alt gelir grubunda yer alanların konut ihtiyacının karşılanması için oluşturulan devlet destekli kuruluş Toplu Konut İdaresi Başkanlığı (TOKİ)'dır. Sosyal devlet anlayışı çerçevesinde devletin, konut sorunun çözümünde özel sektöre alternatif olarak konut üretmesi TOKİ aracılığıyla gerçekleştirilmekte ve konut piyasasının regüle edilmesi amaçlanmaktadır. Bu çalışmada TOKİ'nin Akdeniz Bölgesi'nde uyguladığı sosyal konut faaliyetlerinin toplumsal refah üzerindeki etkilerinin araştırılması amaçlanmıştır. Bu amaç çerçevesinde 2009 yılından 2019 yılına kadar TOKİ'nin üretmiş olduğu konutların toplumsal refah üzerinde ne gibi etkilerinin olduğu, konut üretimindeki artışların toplumsal refaha ne gibi katkılar sağlayacağı ile ilgili veriler analiz edilmiştir. Bu çalışmada Akdeniz Bölgesi'nde yer alan 8 ilde toplu konut uygulamalarının yıllara göre değişimi incelenmiştir. Çalışmada 2009-2019 yıllarını kapsamakta olup Türkiye İstatistik Kurumu (TÜİK) ve TOKİ'den elde edilen verilerinden hareketle hazırlanmıştır. Çalışmada, TÜİK ve TOKİ'den 2009-2019 yıllarını kapsayan, illere göre nüfus, kişi başı milli gelir, konut-kira harcamalarının toplam tüketim harcamaları içerisindeki payı, TOKİ konut üretimi, ortalama hane halkı büyüklüğü, sosyal güvenlik ve sosyal yardım, iskan ve toplum refahı hizmeti veri setleri kullanılmıştır. Çalışmada; sabit, bağımlı ve bağımsız olmak üzere üç değişken kullanılmıştır. Çalışmada sabit değişkenler; sosyal güvenlik ve sosyal yardım, iskan ve toplum refahı hizmet verileri, bağımsız değişkenler; TOKİ sosyal konut üretimi, ortalama hane halkı büyüklüğü ve bağımlı değişken ise toplumsal refahtır. Çalışmada yarı logaritmik (log-dog) model kullanılmıştır. Log-dog modelin bağımlı değişkeni (sosyal yardım ve konut üretiminin toplumsal refaha katkısı) hesaplanmış ve logaritması alınarak model oluşturulmuştur. Log-dog modeliyle sosyal yardım ve konut üretiminin toplumsal refaha katkısı analiz edilmiştir. Çalışma sonucunda yıllara göre TOKİ'nin konut üretim verileri incelendiğinde ise konut üretimin toplumsal refah üzerinde katkısının olduğu ortaya çıkmıştır. Bu katkının ise ortalama hane halkı büyüklüğüne bağlı olarak değiştiği belirlenmiştir.

The state-supported institution established to meet the housing needs of those in the lower income group in our country is the Housing Development Administration (TOKİ). Within the framework of the social state understanding, the government's housing production as an alternative to the private sector in the solution of the housing problem is realized through TOKİ and it is aimed to regulate the housing market by this way. In this study, it is aimed to investigate the effects of social housing activities implemented by TOKİ on social welfare in the Mediterranean Region. For this purpose, the related data about the effects of the housing produced by TOKİ from 2009 to 2019 on social welfare and how the increases in housing production will contribute to social welfare have been analyzed. In this study, the yearly changes of mass housing practices in 8 provinces in the Mediterranean Region were examined. In the study covers the years 2009-2019 and was prepared based on the data obtained from the Turkish Statistical Institute (TUIK) and TOKI. In this study, the data sets covering the years 2009-2019 from TUIK and TOKI about population per city, per capita national income, the share of housing-rent expenditures in total consumption expenditures, TOKİ housing production, average household size, social security and social assistance, housing and society welfare services were used. In the study; three variables as fixed, dependent and independent were used. Fixed variables in the study are social security and welfare, housing and community welfare service data; independent variables are TOKİ social housing production, average household size and the dependent variable is social welfare. The semi-logarithmic (log-dog) model was used in the study. The dependent variable (contribution of social aid and housing production to the social welfare) of the log-dog model was calculated and the model was formed by taking its logarithm. The contribution of social aid and housing production to the social welfare was analyzed with the log-dog model. As a result of the study, when the housing production data of TOKİ are examined according to the years, it has been revealed that the housing production has a contribution on social welfare. It has been determined that this contribution varies depending on the average household size.
