Özet
Gelir dağılımı adaletsizliği bütün dünya ülkeleri için ekonomik ve sosyal yapıyı önemle etkileyen bir problem olarak görülmektedir. Bu problemin çözümü için devletler buna yönelik belirleyecekleri politika araçları ile ekonomik ve sosyal hayata müdahalelerde bulunarak gelir dağılımının daha adil bir şekilde tesisini hedeflemektedirler. Ülkelerin beşeri sermayeleri ekonomi için temel yapı taşıdır. Eğitim ve sağlık ise beşeri sermayeyi etkileyen önemli kavramlardır. Eğitimli ve sağlıklı bireylerden oluşan beşeri sermayelere sahip ülkelerde gelirlerin daha adil dağılımı söz konusu olmaktadır. Eğitim ve sağlık harcamaları bu nedenlerle gelir dağılımı üzerinde önemli etkilere sahiptir. Bu çalışmanın amacı 2000 ve 2019 yılları arası dönemde Türkiye'de eğitim ve sağlık harcamaları ile bunların gelir dağılımına etkilerinin betimsel olarak analizinin yapılmasıdır. Bu çalışmada gelir dağılımı kavramı üzerinde durularak, gelir dağılımı kavramının tanımı ve teorik çerçevesi ortaya konulmuştur. Türkiye'de gelir dağılımı konusunda bilgiler verilmiştir. Bununla beraber eğitim ve sağlık kavramları ve bu yönde yapılan harcamaların tanımları yapılmıştır. Çalışmada 2000 - 2019 yılları arasında Türkiye'de yapılan eğitim ve sağlık harcamaları ile ilgili istatistiki veriler yardımıyla, bu harcamaların gelir dağılımına etkileri yorumlanarak, eğitim ve sağlık harcamalarının gelir dağılımına etkilerini incelemiş olan çalışmaları özetleyip betimsel analizi yapılmıştır.

Income distribution injustice is seen as a problem that affects the economic and social structure of all countries of the world. In order to solve this problem, states aim to establish a more equitable distribution of income by intervening in economic and social life with the policy tools they will determine for this purpose. The human capital of countries is the basic building block for the economy. Education and health are important concepts that affect human capital. In countries with human capitals consisting of educated and healthy individuals, there is a more equitable distribution of incomes. Because of these reasons, education and health expenditures have significant effects on income distribution. The aim of this study is making a descriptive analysis of education and health expenditures in Turkey between 2000 and 2019, and the effects of these expenditures on income distribution. In this study, the concept of income distribution is emphasized, and the definition and theoretical framework of the concept of income distribution is propounded. This study gives information on income distribution in Turkey. In addition, definitions of the concepts of education and health are made. Besides the definitions of expenditures that made in this direction are also made. With the help of statistical data which is related education and health expenditures in Turkey between 2000 and 2019, the effects of these expenditures on income distribution are explicated and a descriptive analysis was made by summarizing the studies that examined the effects of education and health expenditures on income distribution.
