In the globalising world, cities have become the platforms for countries to compete on an international level. These competitive conditions promote new urban policies. Economic growth is surely a major indicator of development for countries in particular, infrastructure investments are both life quality that ensures efficient service provision to citizens and an opportunity to contribute to national economy. Governments are responsible for satisfying the fundamental needs of a city and offering equal service provision to all citizens. According to the World Economic Forum Global Competitiveness Report 2017-2018 (Schwab, 2017), infrastructure projects are considered one of the central elements of a country's volume of productivity to determine their power of competitiveness in the global arena. Thus, the scope of infrastructure has expanded beyond simple service provision to operate as a massive economic engine. This dissertation explores how our understanding of urban infrastructure has multiple realities in the Global South and what different forms of heterogeneous infrastructure configurations (HICs) are assumed. My case study probes HICs through the analysis of the Canal Istanbul project as an infrastructure provision by applying thematic network analysis to explore the connection between multiple codes of infrastructure concepts. The main argument of this dissertation is that different ways of thinking about urban infrastructure within the frame of HICs have multiple implications and conditions in parallel with geographical location under the condition of shifting power relations. My research question is“What are the different implications of an infrastructure configuration through the lenses of HICs and can the Canal Istanbul project be a by-product of HICs in the case of the Global South?”Rethinking through HICs suggests a new perspective of understanding the analysis of geography within the frame of socio-technological configurations which enables different relations and capacities including the management of possible risks and power relations. In this respect, Turkey stands out as an interesting example of being in limbo where Southern realities and Northern realities converge. This means that HICs allow us to understand it from a new perspective even if it requires further study for better recognition
