This dissertation is an archival research on, and ethnography of human-street dogs encounters that shape, and are shaped by, material and immaterial politics of infrastructure in the modern history of Istanbul. From the mass dog exiles in 1910 that ushered in what I call“decanisation politics”up to present, I investigate affective politics of multispecies relatedness, complex interplay of care and violence that encircle daily, random, fragmentary encounters between humans and canine denizens of the city. In contrast to the imagery of infrastructure as massive aggregates of concrete and steel that plow through vast landscapes, this dissertation traces the relational, interstitial and political making of infrastructure that entangles human and canine bodies in the city. Interlocking registers of care for and violence against street dogs, I argue, are constitutive for affective politics of both material infrastructures, epitomized by road constructions, and of immaterial infrastructures of endurance in contemporary Istanbul. The first two chapters shed light on the birth of decanisation politics, and its discontinuous, fragmentary and non-linear histories of settling in a vibrant culture of care for street dogs in Istanbul. In light of archival materials, I investigate the constitutive role of violence against dogs and its public display in shaping the daily manifestations of care and politics of animal rights in Turkey. I then shift my focus to the contemporary politics of decanisation, its increasing systematization under the municipally orchestrated trans-carceral and affective politics of infrastructure. The last three chapters draw on my thirty-three months long ethnography at three adjacent sites of hypercanisation. I investigate the roles that human-dog encounters play in shaping the affective intensities of shared precarity and its denials which are central to the making and breaking of both intra- and trans-species solidarities among those who live and work in the midst of road construction. I discuss how witnessing to violence against street dogs, often disrupts the senses of mutuality, shared cohabitation, justice and collective belonging in the growing culture of impunity; while at the same time, generates new capacities of endurance, networks of power, often informal and illicit networks of subsistence, power and place-making.
