Recently, the issue of groundwater has gained global attention. Reducing water use is difficult as there is pressure on groundwater resources due to the growing population, drought caused by climate change, salinization problem in coastal areas and agricultural activities. Therefore, while the demand for limited natural resources increases, institutional management of the resource is necessary, and an efficient and sustainable way must be found. In this context, the hydrological, hydrogeological and political position of the Netherlands was taken into account. Furthermore, A broad approach to groundwater extraction from both an economic and a social perspective has been addressed. This study researches the policy and management of water as a common pool resource, focusing on the possible decisions and contributions that Dutch farmers will make when using CPRs. This study introduces and compares the various types of institutions available to manage groundwater resources such that non-cooperative institutions, externally imposed regulations and cooperative institutions. All of these institutions can increase long-term gains, extend the life of the resource, as well as prolong the sustainability of CPR and help escape the tragedy of the common trap. In this way, CPR users can increase their gains by avoiding rapid depletion of the resource by considering externalities and developing long-term extraction plans. Moreover, the regulator's goals for social welfare, social justice, and robustness are set out from the non-cooperative managerial characteristics of farmers. Finally, coalition groups are evaluated to observe how the stability and acceptability of different cooperative CPR governing bodies are changing.
