Having emerged as a low-intensity, asymmetric war in the countryside between governmental forces and non-state actors, from the mid 1980s, the Colombian internal conflict significantly intensified. By the late 1990s, the conflict reached its apogee and Colombia was heading towards complete state failure, as the Colombian security forces had already lost the strategic initiative vis-à-vis the non-state armed groups, particularly the FARC. Starting from the presidency of Andres Pastrana, the government of Colombia adopted a wide range of strategies to regain the strategic initiative and bring an end to the conflict. Although the government of Colombia gradually regained the strategic initiative, and despite some short-lived successes, neither military offenses nor, peace processes were able to halt the violence and ensure an enduring peace. Focusing on the policies that have been adopted by the government of Colombia to counter the main illegal actors, the FARC, ELN and right-wing paramilitaries, this dissertation argues that the subsequent administrations since the late 1990s were unsuccessful in putting an to the internal conflict as they largely failed to address the contributing sources of incountry violence: weak state presence in peripheral areas; reverse land reform; revenues from illegal activities; porous borders with neighbouring countries and assistance provided to non-state armed groups by the Venezuelan government; and recidivism due to the inefficient re-integration process for ex-combatants who demobilized in collective arrangements.
