Özet
L'obbiettivo generale è di fornire un contributo per una migliore pianificazione dell'emergenza, che comprende il sistema di infrastrutture critiche, per le persone affette da disabilità in termini di usabilità, accessibilità e standard di progettazione. Lo studio è stato svolto a Kadikoy, distretto caratterizzato dall'essere da un lato, zona residenziale e lavorativa, dall'altro, data la sua collocazione nella zona storica della città di Istanbul, zona turistica. Nella prima parte, la rassegna bibliografica e la metodologia sono presentati. La domanda principale della ricerca svolta è suddivisibile in tre sotto quesiti. Il primo, la cui risposta è stata trovata tramite lo studio della rassegna bibliografica, riguarda la determinazione delle persone affette da disabilità durante un disastro naturale; successivamente, gli standard turchi, europei e internazionali, che considerano le persone con disabilità, sono stati considerati e spiegati nel capitolo riguardante la letteratura usata. Il secondo, riguarda il mettere in evidenza le norme sul sistema di infrastruttura dei trasporti in caso di emergenza, secondo le necessità di persone soggette da disabilità; per rispondere a questo quesito gli standard di progettazione e sistemi già esistenti sono stati analizzati. Per ultimo, la tesi tratta del sistema di infrastruttura dei trasposti, dal punto di vista di una persona soggetta a disabilità, nella zona oggetto di studio. L'evacuazione in caso di emergenza e la preparazione verso i disastri del distretto sono stati sottolineati, ed è stata analizzata l'inclusione delle persone soggette a disabilità nei piani d'emergenza in modo da migliorare il terzo quesito.

The overall aim is to contribute visions for better emergency management plans including the critical infrastructure system for people with disability in terms of usability, accessibility and design standards. The study has been conducting in Kadikoy which is the district that is characterized by being both residential and working zone and on the other hand being present at the historical and the touristic zones of Istanbul. In the first part, the literature review and methodology are presented. The main research question involves three objectives under itself and the first objective which is indicating the being affected of disabled people from natural disasters have found the answer from literature. Then, the standards which are Turkish, European and international standards which have included people with disabilities have taken part with the explanations and comparisons in literature chapter. The second research question which is highlighting the regulations on transportation infrastructure systems according to needs and requirements of disabled people in case an emergency. To answer this objective, design standards and designed systems have been examined. Finally, the thesis argues that the transportation infrastructure systems from the disability point of view in case study area. The emergency evacuations and disaster preparedness of the district have been highlighted and the participation of disabled people in emergency management plans have been searched to improve the third aim.
