Özet

Bu araştırma, özel okulların hangi nedenlerle tercih edildiklerini ve beklentilerin karşılanma durumunu veli görüşlerine göre ortaya çıkarmayı amaçlayan bir çalışmadır. Araştırmada nitel ve nicel verileri kapsayan karma yöntem desenlerinden yakınsayan paralel desen yöntemi kullanılmıştır. Araştırmanın nicel boyutunda betimsel tarama modeli, nitel boyutunda ise olgubilim deseni kullanılmıştır. Araştırma kapsamında 2020-2021 eğitim öğretim yılında Sivas il merkezinde ilkokul, ortaokul ve lise düzeyinde özel okula çocuğu devam etmekte olan 358 öğrenci velisi nicel örneklemi, 19 veli ise nitel örneklemi oluşturmaktadır. Araştırmanın nicel veri toplama sürecinde Kişisel Bilgi Formu, Karataş ve Varlık (2019) tarafından geliştirilen Özel Öğretim Kurumlarının Tercih Edilmesine Etki Eden Faktörler Ölçeği kullanılmış ve nicel veriler SPSS 22 paket programı, aritmetik ortalama, standart sapma, non-parametrik testlerden Mann-Whitney, Kruskall-Wallis testi kullanılarak analiz edilmiştir. Nitel veri toplama aracı olarak yarı yapılandırılmış görüşme formu kullanılmış, nitel veriler içerik analizi ile çözümlenmiştir. Araştırmanın nicel bulguları incelendiğinde, özel okul tercihinde sistem boyutu en çok etkili olan boyut olmuştur. Velilerin özel okulu tercih etmelerini etkileyen çok önemli olarak gördüğü faktörler; sınıf mevcutlarının istenilen seviyede olması, öğretmen ve idarecilerle rahatça iletişim kurulabilmesi, okulda güvenlikten sorumlu görevlilerin olması, okuldaki malzemelerin öğrencilerin fiziksel gelişimine uygunluğu, okulun yemekhanesinin, kantininin, kafeteryasının temizliği ve kullanılan malzemelerin temiz olması, okul personelinin öğrencilere karşı ilgisi, sevecen ve hoşgörülü olmaları, okulun en az bir yabancı dil öğretme imkânı sağlaması, tam gün eğitim verilmesidir. Araştırmanın nitel bulguları değerlendirildiğinde, eğitim öğretim kalitesi, tam gün eğitim verilmesi ve güvenli bir ortam olması nedeniyle velilerin özel okulları tercih ettikleri sonucuna ulaşılmıştır. Beklentilerin karşılanmasına yönelik görüşler incelendiğinde, velilerin eğitim-öğretim kalitesi yüksek aynı zamanda ilgili, okul yönetimi ve öğretmenleri ile rahat iletişim kurulabilen, güvenli ve öğretmen kalitesinin yüksek olduğu bir okul beklentisi içerisinde oldukları tespit edilmiştir. Nicel ve nitel araştırma sonuçları birlikte değerlendirildiğinde araştırma sonuçlarının birbirini desteklediği saptanmıştır. Araştırma sonuçlarına göre devlet okullarında eğitim-öğretim hizmetlerine ilişkin kalitenin artırılmasına yönelik öneriler sunulmuştur.

This research is a study that aims to reveal the reasons why private schools are preferred and the state of meeting expectations according to the opinions of parents. The research was carried out with a mixed study method covering qualitative and quantitative data, and converging parallel design was used. Descriptive survey model was used in the quantitative dimension of the research, and phenomenology design was used in the qualitative dimension. Within the scope of the research, 358 parents of students whose children attend private school at primary, secondary and high school level in Sivas city center in the 2020-2021 academic year constitute the quantitative sample and 19 parents constitute the qualitative sample. In the quantitative data collection process of the research, Personal Information Form, Factors Affecting the Preference of Private Education Institutions Scale developed by Karataş and Varlık (2019) were used and quantitative data were obtained from SPSS 22 package program, arithmetic mean, standard deviation, non-parametric tests analyzed using the Mann-Whitney, Kruskal-Wallis test. A semi-structured interview form was used as a qualitative data collection tool, and the qualitative data were analyzed by content analysis. When the quantitative findings of the research were examined, the system dimension was the most effective dimension in private school preference. Factors that influenced parents to choose a private school that they see as very important; on the desired level of students in the classroom, easy communication with teachers and administrators, the officials in charge of security at the school, the suitability of school materials for the physical development of students, the cleanliness of the school's cafeteria, canteen, and cafeteria, the cleanliness of the materials used, the interest of the school staff towards students, their kindness and tolerance, the school's ability to teach at least one foreign language and providing full-time education. When the qualitative findings of the research were evaluated, it was concluded that the parents preferred private schools because of the quality of education, full-time education and a safe environment. When the opinions on meeting the expectations were examined, it was determined that the parents expect a school with a high quality of education and training, as well as a safe school with a high quality of teachers and easy communication with the school administration and teachers. When the quantitative and qualitative research results were evaluated together, it was found that the research results supported each other. According to the results of the research suggestions were made to increase the quality of education and training services in public schools.
